The bill, which was unexpectedly brokered last week by Senate Majority Leader Chuck Schumer, D-N.Y., and a key centrist, Sen. Joe Manchin, D-W.Va., has no hope of winning Republican support and therefore needs all 50 Democrats' votes. However, another centrist who holds a swing vote, Sen.
