Wednesday Morning Briefing: U.S. coronavirus cases rise by 47,000, biggest one-day spike of pandemic

“Not in total control”

New U.S. COVID-19 cases rose by more than 47,000 on Tuesday, according to a Reuters tally, the biggest one-day spike since the start of the pandemic, and the government’s top infectious disease expert said that number could soon double. California, Texas and Arizona have emerged as new U.S. epicenters of the pandemic.

“Clearly we are not in total control right now,” Dr Anthony Fauci, head of the National Institute of Allergy and Infectious Diseases, told a U.S. Senate committee. “I am very concerned because it could get very bad.”

“We can’t just focus on those areas that are having the surge. It puts the entire country at risk,” he said.

Lockdown and testing blitz
Authorities will lock down around 300,000 people in more than 30 suburbs north of Melbourne for a month from midnight on Wednesday to contain the risk of infection after two weeks of double-digit rises in new coronavirus cases in Australia’s second-most populous state of Victoria.

Stage three restrictions will be imposed, the third-strictest level in curbs to control the pandemic. Residents will be confined to home except for grocery shopping, health appointments, work or caregiving, and exercise.

The restrictions will be accompanied by a testing blitz that authorities hope will extend to half the population of the area affected, and for which borders will be patrolled, authorities said. Victoria’s spike in cases has been linked to staff members at hotels housing returned travelers for whom quarantine protocols were not strictly followed.

Back to school in North Korea
North Korea has reopened schools, but has kept a ban on public gatherings and made it mandatory for people to wear masks in public places as part of its response to the coronavirus threat, a World Health Organization official said on Wednesday.

While North Korea has not confirmed any infections, its Ministry of Public Health has been sharing weekly updates with the WHO on steps it is taking to ward off the pandemic, said Edwin Salvador, the agency’s representative to the reclusive country.

In the latest update provided on June 19, the ministry said all educational institutions are now open, with children required to wear masks and washing stations installed.

The ministry also reported that all of 922 people checked so far have tested negative, while hundreds of others, mostly cargo handlers at seaports and land borders, are regularly quarantined for monitoring, Salvador said.

No screaming at re-opened Disney resort
Tokyo Disney Resort welcomed visitors for the first time in four months after being closed because of the coronavirus, with fans engaging in social distancing as they returned.

Visitors in protective face masks clapped as the gates of the Magic Kingdom reopened, and were encouraged to clean their hands, pay without cash and avoid screaming while enjoying one of Japan’s largest theme parks.

The resort will operate at a 50% capacity for the foreseeable future, while parades and shows remain suspended.


Reinventing a nightclub
As Peru begins to ease its strict coronavirus lockdown, the country’s biggest LGBTQ nightclub opened its doors on Tuesday, but there will be no revelers at night.

Instead of slinging cocktails at the bar or dancing on stage, ValeTodo Downtown’s staff of drag queens such as Belaluh McQueen will be selling customers daily household products as the space reopens as a market.

“You have to adapt to new challenges for the future,” said McQueen, wearing a sequined suit, high heels and a mask as she headed back to work as a grocery store employee. In one small concession, a DJ will play club music as patrons shop.

Life under lockdown

Three asylum seekers have tested positive for coronavirus in a sprawling encampment steps from the U.S. border in Matamoros, Mexico, marking the first cases in a settlement that advocates have long viewed as vulnerable amid the pandemic. Global Response Management, a nonprofit providing medical services in the camp, said it is proactively testing and isolating all close contacts of the three migrants who tested positive.

Americans’ anxieties over the spread of the novel coronavirus have risen to the highest level in more than a month, according to a Reuters/Ipsos poll, as the number of cases surged across the country, pushing the death toll to more than 127,000 people.

President Tayyip Erdogan said that the European Union had treated Turkey in a restrictive way over the coronavirus pandemic in what he said was a political stance. He did not provide further details but his comments came after the EU excluded Turkey, along with the United States and other countries, from its initial “safe list” of countries from which the bloc will allow non-essential travel from Wednesday.

Now, under normal market conditions, this rebalancing doesn’t shake the market too significantly… 

But we all know this year has been anything but normal. 

So let’s take a look back to when all this pandemonium started and see exactly how we got here. 

The coronavirus selloff began February 20 and continued through most of March. 

I mean, the indexes tanked roughly 35% in a matter of six weeks. 

Well, March 31 marked the end of the first quarter (Q1) of 2020… 

And those major funds that saw massive hits on their stock holdings had to rebalance their portfolios by buying up stocks and selling bonds. 

Now we’re sitting at the end of Q2, and stocks are up over 20% from April 1 to June 30 while bonds have dipped back down… 

Meaning those funds have grown overweight with stocks and underweight with bonds. 

And all the selling we’ve seen over the past week and a half? 

That’s rebalancing at play once again as the funds sell off their stocks and buy up bonds in order to bring their portfolios back in line with the bylaws. 

But here’s the good news…

MDHHS reminds Michiganders to avoid foam
on lakes and rivers with high levels of PFAS

LANSING, Mich. – With the summer recreation season here, the Michigan Department of Health and Human Services (MDHHS) is issuing a reminder that everyone should avoid foam on Michigan lakes and rivers known to have per and poly-fluoroalkyl substances (PFAS) in the water.

Foam on these water bodies can have much higher amounts of PFAS than the water, and swallowing foam with PFAS could be a health risk. Health advisories for foam exist on some waterbodies and specific advisories can be found in the PFAS Foam section at Michigan.gov/pfasresponse.

"Although, current science indicates PFAS does not move easily through the skin, it's best to rinse off foam after contact and bathe or shower after the day's outdoor activities," said Dr. Joneigh Khaldun, chief medical executive and chief deputy for health. "None of this information changes recommendations for water use at home."

An MDHHS evaluation of how young children might recreate on lakes and rivers shows a health risk could exist from repeated, prolonged whole-body contact with foam containing high amounts of PFAS. Repeated prolonged contact is considered to be three hours per day, five days per week, over three months of a year, representing a summer season. MDHHS' recommendation to avoid foam with PFAS is protective of everyone, including young children.

Swimming or bathing in water containing PFAS is not a health concern because the amount of PFAS is typically low compared to the foam. Although swallowing PFAS is the main way to get it in your body, an accidental swallow of river or lake water is not a health concern.

The amount of PFAS in lake and river water and in foam matters in determining if a health concern exists. MDHHS will continue to evaluate surface water and foam data as it becomes available and will issue further recommendations if necessary. 

Additionally, the Michigan Department of Agriculture and Rural Development recommends that people not allow their animals – especially dogs – to come into contact with or swallow the foam. Dogs and other animals can potentially swallow foam collected in their fur when grooming themselves and should be thoroughly rinsed off with fresh water after contact with foamy water.

Not all foam contains PFAS. There is naturally occurring foam that piles up in bays, eddies or river barriers such as dams. This foam is off-white and/or brown in color and may have an earthy or fish smell. Naturally occurring foam can have high amounts of bacteria and it is best to rinse off after contact with it as well.

PFAS foam:

  • Can be bright white.
  • Is usually lightweight.
  • Can be sticky.
  • Tends to pile up like shaving cream.
  • Can blow onto the beach.
