Texas Man Sentenced to Federal Prison for Involuntary Manslaughter in Connection With Fatal Crash 12/22/2025 07:00 AM EST Greenbelt, Maryland – U.S. District Judge Theodore D. Chuang sentenced Kamel Hay, 26, of Houston, Texas, to two years in federal prison, followed by two years of supervised release, for involuntary manslaughter. The sentence is in connection with a fatal car crash on the Baltimore-Washington (BW) Parkway, resulting in the death of a 33-year-old man.
