| Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on three subawards totaling $1,085,115 awarded between October 2020 and September 2024 by the California Governor's Office of Emergency Services (Cal OES) to Building Futures with Women and Children in San Leandro, California. The Office of Justice Programs (OJP) provided this funding to the Cal OES to support crime victims. As of July 2024, Cal OES had reimbursed Building Futures a total of $986,388 in Victims of Crime Act funds. The DOJ Office of the Inspector General (OIG) found that Building Futures provided local services to victims of crime, including emergency shelter to victims of domestic violence and their children, in Alameda County, California. However, we found deficiencies with Building Futures financial management, specifically its cost allocation methodologies, and in their programmatic reporting. Additionally, we determined that Cal OES could improve certain areas of its financial and programmatic monitoring procedures over subrecipients. In total, we questioned $41,375 in unsupported costs. The DOJ OIG made six recommendations for Building Futures and four recommendations for Cal OES.
