Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on six grants totaling $3,426,676 awarded to Fredric Rieders Family Foundation (FRFF) in Horsham, Pennsylvania. The Office of Justice Programs (OJP) National Institute of Justice (NIJ) awarded these grants between 2018 to 2022 for the purpose of strengthening and expanding mentoring activities for youth interested in scientific careers. As of January 18, 2024, two of the grants were ongoing and FRFF had drawn down $2,694,667 of the total grant funding. The DOJ Office of the Inspector General (OIG) found that FRFF achieved the goals and objectives related to the four audited grants that had concluded by the time of our audit, and it had demonstrated adequate progress towards achieving the goals and objectives of the two ongoing grants. However, we identified several areas for improvement within FRFF's grant administration, including financial management, drawdowns, budget management and control, and federal financial reporting. Specifically, the OIG found that FRFF did not have adequate processes as required for subrecipient monitoring, or for the procurement and safeguarding of equipment acquired with grant funding. We identified $86,928 in unsupported fringe benefit costs, $29,380 in unallowable contractual costs, $1,095 in unsupported salary costs, and $6,472 in unallowable indirect costs. The DOJ OIG made six recommendations to OJP to improve FRFF's management of award performance. OJP and FRFF agreed with all six recommendations. |
