China: China Releases Food Conservation and Food Waste Reduction Action Plan

In November 2024, China released Action Plan on Food Conservation and Anti-Food Waste to reduce food loss and waste in grain production, storage, transportation and processing while significantly reducing food waste in HRI sector as well. The goals are for the loss rate of grains to be below the international average, to set up a long-term mechanism for grain and food waste reduction with continuous improvements in data collecting, and to establish standards and an indicator framework by 2027.

 

China: Feed Additives and Ingredients Catalogs Updates

On December 20, 2024, the People's Republic of China (PRC) Ministry of Agriculture and Rural Affairs (MARA) announced its approval of six new feed additive varieties, expansion of usage scope for three feed additives, and addition of two feed additives and one feed ingredient into the MARA feed catalogs. This report contains an unofficial translation of the announcement and the revised parts of the catalogs for feed additives and ingredients. U.S. exporters should note that the original catalog in Chinese is the final authority for interpretation. Stakeholders should conduct their own review of the regulation.

 

China: Updated MFN Tariff Rates Published

The People's Republic of China has raised most favored nation (MFN) tariff rates on some imported syrups and sugar-containing premix powders effective January 1, 2025, according to a tariff adjustment plan published on December 28, 2024. Meanwhile, the tentative MFN tariff rates previously applied to select commodities such as frozen fish, orange juice, pet food, and alcoholic beverages were increased or reverted to MFN rates. This report contains an unofficial translation of the 2025 tariff adjustment plan and a list of agriculture-related products subject to tentatively applied MFN tariff rates and within quota or out of quota TRQ tariff rates.

 

Croatia: FAIRS Country Report Annual

This report provides information on the food and agricultural product import requirements for Croatia. As a member of the European Union, Croatia follows EU directives and regulations. It is recommended this report be read in conjunction with the Food and Agricultural Import Regulations and Standards report for the European Union (EU-27 FAIRS). Points of contact for U.S. food exporters interested in exporting to Croatia are listed in the report appendices. For developments on EU food and feed legislation, visit the USEU FAS website at www.usda-eu.org. All sections of this annual report were updated in November 2024.

 

European Union: EU Early Alert - Pesticide Review - December 2024

The European Union (EU) follows a complex, rolling system of review for active ingredients and Maximum Residue Levels (MRLs) in food. For agricultural inputs, U.S. farmers must know early in the process of review to prevent or mitigate the loss of, and/or access to, chemical inputs. The information in this document provides interested stakeholders with advance notice of those active ingredients under review, highlighting those substances undergoing new restrictions or that may not be renewed. This is a quarterly update from December 2024.

 

France: FAIRS Export Certificate Report Annual

As a member of the European Union, France implements EU regulations for the import of animal and plant products. The US export certification requirements for most products are harmonized at the EU level; however, a few products, which are not yet harmonized across the EU, are still subject to French national regulations.

 

India: Cotton Production Forecast At 15-Year Low

FAS Mumbai forecasts marketing year (MY) 2024/25 cotton production at 25 million 480 lb. bales on 11.8 million hectares, unchanged from the previous forecast. The official government production forecast of 23.4 million 480 lb. bales is lower due to a lower planted area estimate of 11.4 million hectares, and expected lower yields. As a result of this forecast, textile mills are importing large quantities of raw cotton to augment insufficient domestic supplies. Mill consumption remains robust at 25.5 million 480 lb. bales, due largely to strong export volumes of valued added textile products. As a result, raw cotton exports are forecast to remain unchanged at 1.2 million 480 lb. bales, due to limited exportable supplies.

 

India: FAIRS Country Report Annual

This report includes updates from multiple government of India authorities responsible for regulating food and agricultural product imports. The major highlights include a new Food Safety and Standards Authority of India (FSSAI) order that allows for the correction of all non-compliant labels on imported food consignments at the port-of-entry, FSSAI's implementation of its mandatory registration of foreign food manufacturing facilities, FSSAI's launch of a new portal, the Food Import Rejection Alert (FIRA), and, the Department of Consumer Affairs, Weights, and Measures Unit's proposal to amend one of their legal metrology rules.

 

India: FAIRS Export Certificate Report Annual

This report identifies certificate requirements for U.S. food and agricultural products destined for India. Of note, on November 1, 2024, India implemented an integrated veterinary health certificate for the import of milk and milk products. The new import requirement incorporates India's Department of Animal Husbandry and Dairying's (DAHD) sanitary requirements along with the Food Safety and Standards Authority of India's (FSSAI) food safety requirements. Italy: FAIRS Country Report Annual

This report is intended to supplement the FAS U.S. Mission to the EU's Food and Agricultural Import Regulations and Standards (FAIRS) report with Italy-specific information. Italy's FAIRS provides contact information for the competent authorities that are responsible for the import of animal, plant, fish, and food products into the Italian market.

 

Netherlands: FAIRS Export Certificate Report Annual

The Netherlands, as a Member State of the European Union (EU), conforms to all EU regulations and directives. However, rules for the certification of imports are complicated and, in practice, are not always harmonized across EU Member States. This report lists the recent developments related to Dutch import requirements for the certification of agricultural and food imports.

 

Taiwan: 2025 Taiwan Border Enhanced Inspection List Includes Cherry and Seasoning Products

Taiwan Food and Drug Administration released its enhanced border inspection list for 2025 which includes U.S. cherry and seasoning products. The border inspection rate will be 20-50% for cherry and seasoning products and 2-10% for other products. This announcement is effective January 1-December 31, 2025.
