FY 2024 Solicitation Announcement

NOW OPEN: OVW's Fiscal Year 2024 Demonstration Program on Trauma-Informed, Victim-Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold) Program Solicitation

The Demonstration Program on Trauma-Informed, Victim-Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold Program) is a new program offered by OVW for the 2024 fiscal year. This program supports efforts to improve law enforcement's response to allegations of domestic violence, dating violence, sexual assault, and stalking from the time of a victim's initial report throughout the entire investigation, and to promote the efforts of law enforcement in improving the response to these crimes.

The Abby Honold Program awards grants to law enforcement agencies to train officers to conduct trauma-informed and victim-centered investigations, with the goal of incorporating trauma-informed techniques designed to prevent re-traumatization of the victim and to increase communication between victims and law enforcement as well as stakeholders in a coordinated community response. This program's purpose is also to evaluate the effectiveness of the training.

The Abby Honold Program encourages law enforcement agencies to integrate into their policies, trainings, and practices the eight principles set forth in the Department of Justice's 2022 updated guidance on Improving Law Enforcement Response to Sexual Assault and Domestic Violence by Identifying and Preventing Gender Bias. If implemented, these principles would enhance victim safety, increase offender accountability, and promote agency trust within the surrounding community.

Eligible applicants are limited to: state, local, territorial, or Tribal law enforcement agencies that investigate crimes of domestic violence, dating violence, sexual assault, and/or stalking in the United States or U.S. territories. States, units of local government, and Tribal governments may apply on behalf of law enforcement agencies that lack authority to apply on their own.

  • Application deadline for Grants.gov: May 17, 2024 – 11:59 p.m. ET
  • Application deadline for JustGrants: May 21, 2024 – 8:59 p.m. ET
  • Letter of Intent: April 16, 2024 
  • Pre-application call: April 9, 2024

To submit an application, all applicants must register online with the System for Award Management (SAM) and with Grants.gov. To ensure sufficient time to complete the registration process, applicants should register online with SAM and with Grants.gov immediately, but no later than April 16, 2024.
