This position is located in the Office of the General Counsel. The office is responsible for providing interpretation of the agency's enabling statutes, drafting, and implementing rules and regulations, and assisting the U.S. Attorney's Offices in defending the Commission against lawsuits brought on by prisoners and parolees. 

As the Supervisory Attorney Advisor, incumbent will be responsible for: 

  • Exercising supervisory management responsibilities over assigned employees. Specifically, incumbent will initiate nondiscriminatory practices and affirmative action in the area under his/her supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills.
  • Rendering expert legal advice and services to Chairman, Commissioners, and the Commission's Senior Staff with respect to complex and difficult questions, regulations, practices, or other matters falling within the purview of the United States Parole Commission. 
  • Supervising the implementation of the Attorney General's Guidelines for Victim Witness Assistance and handling complaints filed under the Crime Victims Rights Act.
  • Supervising the execution of and handling all responsibilities related to the Commission's role in the International Convention on the Transfer of Sentenced Persons. 
  • Sitting as a quasi-judicial officer, hearing cases arising from the federal statute on the transfer of offenders from foreign prisons to serve their sentences in the U.S. Litigates International Transfer Treaty Appeals before federal appellate courts to include drafting appellate briefs and handling oral arguments.
  • Preparing complex interpretative and/or administrative guidance regarding the provisions of governing statutes or other requirements of law.
  • Conducting complex legal research to include laws, regulations, and legal precedents. Researching and preparing necessary legal documents, advisory opinions, drafts or comments on proposed legislation or changes in regulations.
  • Drafting and receiving proposed legislation and regulations. Evaluating the proposed legislation or regulation in terms of its foreseeable effect on agency policies, procedures, methods of operation, extent of operation, and on existing legislation.
  • Leading all agency outreach with the Department of Justice's Office of Legislative Affairs to include answering Congressional inquiries, compiling agency reports for Congress, the Department of Justice, the General Accounting Office or the Office of Management and Budget.
  • Conducting training seminars on highly complex legal concepts involving the intersection of criminal and parole law. 

Type of Position: This is a permanent full -time position.

Conditions of Employment

  • You must be a United States Citizen.
  • Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • J.D. degree and active member of the bar (any U.S. jurisdiction) required.
  • The individual selected for this position must be able to obtain and maintain a Secret security clearance as a condition of employment.
