The following GAIN reports were released on May 24, 2023. _______     China: Dairy and Products Semi-annual Improved production efficiency and a larger cattle inventory are expected to increase China's raw milk production by four percent, to over 42 million metric tons (MMT), in 2023. Strong raw milk production is forecast to support higher whole milk powder (WMP) production. Domestic WMP production will weigh on imports of both WMP and skim milk powder. However, imports of other dairy products such as cheese and butter are expected to rise in 2023 due to the end of zero-COVID restrictions.   China: Draft National Food Safety Standard of Protein Determination Issued for Domestic Comments On May 10, 2023, the People's Republic of China (PRC) Food Safety Standards Monitoring and Evaluation Department of the National Health Commission (NHC) published an announcement soliciting domestic public comments on several draft national food safety standards. This report contains an unofficial translation of the revised National Food Safety Standard for Protein Determination, which is open for comments till June 30, 2023. Commodities involved include items like cereal and coarse grains, oilseeds, tree nuts, and eggs. The PRC will likely notify this standard to the WTO after completion of this domestic notice and comment procedure.   China: Five National Food Safety Standards Issued for Domestic Comments On May 10, 2023, the People's Republic of China (PRC) Food Safety Standards Monitoring and Evaluation Department of the National Health Commission (NHC) published an announcement soliciting domestic public comments on five national food safety standards for food nutrition fortifiers, food additives, protein testing, dairy powder, and modified dairy powder. This report contains an unofficial translation of the announcement of the public comment period and the catalog. The PRC will likely notify these standards to the WTO after completion of this domestic notice and comment procedure.   El Salvador: Coffee Annual El Salvador's coffee production is expected to reach 650,000 sixty-kg bags in marketing year (MY) 2022/23. The Salvadoran coffee sector continues to struggle mainly due to climate vulnerability and a lack of long-term strategy that hinders needed investment at the farm level. The MY2023/24 crop is forecast to reach 670,000 sixty-kg bags. The lack of labor is affecting coffee farm activities, including pruning, tree renovation, and coffee berry picking and processing. In addition, prices for fertilizer and other inputs remain high, thus increasing coffee production costs. In April 2021, the Government of El Salvador (GOES) announced a coffee sector rescue program that included renovation of approximately 35,000 hectares, as well as debt re-structuring, however lack of funding has placed this plan on hold.   Kazakhstan: Oilseed Industry Anticipates Increases to Planting Acreage and Exports to China During a national oilseeds conference, industry representatives noted that domestic oilseed production increased from 2.5 million hectares in 2020 to 3.4. million hectares in 2022, and they further expect production to reach 5 million hectares by 2027. This growth is driven largely by increased use of modern production methods, favorable domestic prices, and strong export demand from China. However, representatives noted that production increases may be stymied by inaccurate market statistics, inconsistent government policies, and challenging transportation logistics. U.S. exporters may capitalize on increasing oilseed production by providing planting seeds to producers, and soybeans to underutilized oilseed processors.   Vietnam: Coffee Annual Post revised its Vietnam marketing year 2022/2023 (MY 2022/23) coffee production estimate down to 29.750 million bags, green bean equivalent (GBE), based on lower yields, high production costs, and a drop in cultivation area. Post revised MY 2021/22 exports up to 29.01 million bags (GBE) and ending stocks down to 3.58 million bags (GBE) due to favorable exchange rates and high export demand. Post also revised MY 2022/23 exports to 28.8 million bags (GBE) due to lower production and difficulties in purchasing new inventory. Post forecasts total coffee production in MY 2023/24 to increase to 31.3 million bags (GBE) due to favorable weather conditions and higher yields.
