The Civil Division represents Maryland state agencies and officials, in state and federal trial and appellate courts, in the most important civil litigation that the State confronts. In addition to handling trial and appellate cases, the Division reviews and approves all civil complaints, notices of appeal, and appellate briefs filed on behalf of the State; approves settlements in civil cases; conducts moot courts in all civil appeals; and serves as a general resource and advisor on litigation matters to the divisions and units of the Office of the Attorney General.
