Special Assistant Bond Counsel

On behalf of the Department of Commerce of the State of Maryland, and its agencies and divisions, in particular, the Maryland Industrial Development Financing Authority ("MIDFA"), the Office of Attorney General ("OAG") is soliciting proposals from qualified law firms experienced in municipal finance to provide the following services:

(i) bond counsel services for the Department in connection with the sale and issuance of MIDFA's private activity bonds (including tax-exempt, taxable, and refunding bonds, in fixed and variable interest rate form, and related interest rate exchange agreements, if any). Bond counsel services shall include advice and counsel in developing, structuring and documenting the sale and issuance of MIDFA's debt, disclosure law advice, and the rendering of required federal tax law and other necessary legal opinions, including advice on matters related to bonds previously issued; and

(ii) research and counsel on topics related to MIDFA's bond programs but not specifically related to a specific bond sale, including review and analysis of the legality and structure of, and documentation, for the Department's bond financing matters and financing options as well as for other financing matters which affect the Department.

As a result of this RFP, the Attorney General expects to select two or more Offerors to enter into contracts for bond counsel services for MIDFA.  RFP Here​.​
