President Joe Biden will announce a new Democratic framework for a social safety net package, the centerpiece of his legislative agenda that has been whittled down after months of negotiations, a source familiar with discussions confirmed to NBC News. The White House expects the package will get the support of all Democratic members of Congress. Biden will go first to meet with House Democrats on Thursday morning to detail the proposal and then will deliver an address to the nation at 11:30 a.m. ET, the source said.
