The Office of the General Counsel (OGC) seeks an experienced Attorney Advisor, GS-14 and 15 FPL 15 with knowledge of the Freedom of Information Act (FOIA) and Privacy Act (PA) who will be responsible for reviewing the work product of Government Information Specialists within OGC to ensure that withholdings asserted on USMS records comply with the provisions of the FOIA. The Attorney Advisor will handle FOIA litigation on behalf of the USMS and interact with various United States Attorney's Offices (USAO). The Attorney Advisor will be responsible for reviewing privacy compliance documentation for USMS systems, as assigned, and will support the FOIA/PA Officer within OGC and will respond to information sharing questions from various USMS District Offices and Headquarters divisions. The Attorney Advisor will also be responsible for responding to subpoenas for USMS records in accordance with the DOJ Touhy regulations. A successful candidate should be familiar with reviewing the appropriate system of records notice and feel comfortable providing legal advice with little supervision and should be familiar with the creation of Vaughn indexes and declarations, to be submitted to federal Courts in connection with FOIA litigation.
Must be able to obtain and maintain a Secret security clearance.
This position is a Testing Designated Position and is subject to random drug testing.
