NSD seeks a Deputy Chief for its Counterintelligence and Export Control Section who will oversee the operations of the FARA Registration Unit and supervise all FARA and foreign influence prosecutions and civil litigation. 

Under the direction of the CES Chief, the Deputy Chief will be responsible for overseeing the operations of the FARA Registration Unit and supervise all FARA and foreign influence prosecutions and civil litigation.  Among other duties, the Deputy Chief will:

  • Plan, supervise, administer, and review the work of the FARA Unit members and CES Trial Attorneys and support personnel; 
  • Coordinate cases and provide legal advice, guidance, and litigation support to U.S. Attorneys' Offices in the prosecution of FARA and foreign influence matters;
  • Oversee the administration of FARA and the FARA Registration Unit's efforts to achieve compliance with FARA through the use of civil and administrative tools;
  • Conduct outreach with the legal and lobbying community and others in the private sector and with other agencies and branches of the government;
  • Coordinate closely with the FBI and other law enforcement agencies, and with U.S. Intelligence Community agencies;
  • Promote the consideration and implementation of whole-of-government approaches, where possible, to combat non-transparent and covert foreign influence efforts;
  • Prepare and review guidance documents and other materials on issues related to FARA and foreign influence for dissemination to prosecutors, the legal and lobbying community, others in the private sector, and other agencies and branches of government;
  • Provide advice and assistance to the Chief and other senior officials in the Division and in the Department;
  • Provide training to prosecutors and the Department's law enforcement partners concerning FARA and foreign influence; and
  • Draft responses to Congressional inquiries and provide comments on proposed legislation related to FARA and foreign influence.
