The incumbent serves as an OCDETF Fusion Center (OFC) Attorney Advisor. The OFC Attorney Advisor will be a member of the OFC Director's management team and is primarily responsible for providing legal advice on complex and difficult legal questions related to OFC activities. Duties include participation on the OFC Director's executive management team and serving as primary executive advisor to the OFC Director on all legal, operational, and administrative functions. The OFC Attorney Advisor will also periodically provide legal analysis and advice to the OCDETF Director, Deputy Director, Chief of Staff, Chief Counsel, and other officials of the OFC and OCDETF Executive Office. The attorney is responsible for reviewing policies, procedures, regulations, and memoranda of understanding to ensure they are consistent with law and policy, and are administratively sound, efficient, and economical in operation. Serves as a liaison for the OFC Director on all aspects of OFC operations and projects. Confers and negotiates with senior officials in the Departments of Justice (DOJ), Treasury, Homeland Security, Defense, the Intelligence Community, and other law enforcement agencies on important legal and policy questions related to information sharing. Evaluates effects of pending legislation and proposed changes in existing legislation that may impact the operations of intelligence centers. Prepares detailed interpretations that identify legal and policy ramifications of such legislation for senior OCDETF and DOJ officials. Provides assistance and legal advice on questions involving the Privacy Act, Freedom of Information Act, employment law, procurement, and other administrative law matters affecting the OFC. Attends meetings with senior leaders and officials from other federal agencies. During these sessions, provides expert advice on legal issues. Facilitates meetings and post-meeting question and answer sessions, and delivers briefings and presentations at seminars and other outreach programs pertaining to the OCDETF Program and OFC.
