ATTENTION HOME AND COMMUNITY-BASED SERVICE (HCBS) PROVIDERS

The March 25, 2020 monthly HCBS provider meeting has been cancelled.

OADS recognizes the extraordinary times we are all operating within. We appreciate our provider community and all that you are doing to care for our members.

We are aware that requests have been made to the Centers of Medicare and Medicaid Services (CMS) to extend the HCBS Settings rule implementation date beyond March 17, 2022. At this time an extension has not been granted and there is no way of knowing when a decision will be made at the federal level.

Given Maine's accelerated timeline to reach compliance with the federal HCBS Settings rule the Department's validation strategies must continue. In response to Maine's COVID-19 status, on-site validation visits are suspended temporarily and will move to desk level reviews. OADS requests provider cooperation with this temporary shift in our HCBS validation strategy. Conducting desk level reviews will ensure providers continue to receive their findings reports and begin necessary work on their transition-to-compliance plans. Providers who are unable to comply with a desk level review at this time, may request an extension through the HCBS.DHHS@maine.gov mailbox. These requests will be reviewed and approved on a case by case basis for no longer than thirty days.

A reminder, the 30-day public comment period for Maine's HCBS Statewide Transition Plan expires at 11:59 p.m. on March 31, 2020. Comments may be submitted:

Maine's HCBS Statewide Transition Plan may be viewed at: https://www.maine.gov/dhhs/oms/rules/transition-plan.shtml

Should you have any other HCBS related questions, please submit those to HCBS.DHHS@maine.gov

We also welcome suggested topics for the April HCBS Provider meeting through the HCBS.DHHS mailbox.
