Мы и многие другие страны полны решимости делать все, что в наших силах, чтобы продолжать помогать Украине повышать устойчивость ее энергетики, и это как никогда важно и крайне необходимо, потому что Путин продолжает использовать зиму в качестве оружия, нанося ужасающие удары по всей энергосистеме, пытаясь заморозить людей, оставить их без света, вывести из строя промышленность. Соединенные Штаты и многие другие страны прилагают огромные усилия, поддерживая Украину, чтобы энергетические сети можно было восстанавливать, заменять, защищать, и этот меморандум о взаимопонимании призван способствовать продолжению этой работы, чтобы, опять же, можно было заменять поврежденные объекты; чтобы Украина могла увеличивать свои генерирующие мощности, как на местном уровне, так и в масштабах всей страны; чтобы применялись меры, в еще большей степени обеспечивающие защиту; и чтобы энергосистема страны еще более тесно интегрировалась в европейскую энергетическую сеть. Term of the Month — Bloodstain Pattern Analysis Bloodstain pattern analysis is a forensic science discipline that reconstructs a blood-shedding event and can provide crucial evidence in some legal cases.   Several reports have questioned the validity of bloodstain pattern analysis, including a 2009 National Research Council report and one in 2016 by the President's Council of Advisors on Science and Technology. These reports called for more objective methods in forensic science and a better understanding of the error rates of current practices.   In response, NIJ funded error rate studies of practicing bloodstain pattern analysts and experimental and computational fluid dynamics research.
