A few things I didn't get to say yesterday

Yesterday was a lot of fun. And based on the response we got, I think the timing of this conversation couldn't be more important.

But there's something I want to add — because I don't think I emphasized it enough during the webinar.

The second wave of any transformational technology cycle isn't just bigger than the first. It's different in character. The first wave rewards the builders. The second wave rewards the traders who understand structure.

La 19.ª reunión del Comité Permanente Conjunto de Estados Unidos y Argentina sobre Cooperación en Energía Nuclear se celebró en Washington del 25 al 27 de febrero. Estuvo presidida por el Sr. Gonzalo Suárez, vicesecretario adjunto para políticas de no proliferación de la Oficina de control de armas y no proliferación del Departamento de Estado de Estados Unidos, y el Sr. Federico Ramos Napoli, secretario de Asuntos Nucleares del Ministerio de Economía de Argentina.

La delegación estadounidense incluyó a representantes del Departamento de Estado, el Departamento de Energía (DOE), la Administración Nacional de Seguridad Nuclear, la Comisión Reguladora Nuclear (NRC) y el Departamento de Comercio. La delegación argentina incluyó a representantes del Ministerio de Relaciones Exteriores, Comercio Internacional y Culto / Dirección de Seguridad Internacional, Asuntos Nucleares y Espaciales (DIGAN), la Comisión Nacional de Energía Atómica (CNEA), la Autoridad Regulatoria Nuclear (ARN) y Nucleoeléctrica Argentina S.A., así como de la embajada de Argentina en Washington.

Ambas partes reafirmaron el valor de la cooperación nuclear civil para profundizar sus relaciones estratégicas, económicas y políticas, así como para promover políticas que defiendan las salvaguardias y el régimen de no proliferación, y los más altos estándares de seguridad y protección. También afirmaron su compromiso con la seguridad internacional y la no proliferación nuclear, así como con las prácticas adecuadas en materia de seguridad y protección nuclear y radiológica, y de preparación y respuesta ante emergencias. Subrayaron la importancia de los compromisos de la comunidad internacional en materia de seguridad de los materiales y las instalaciones nucleares.

Estados Unidos y Argentina reafirmaron su compromiso con el Tratado sobre la No Proliferación de las Armas Nucleares y reconocieron sus beneficios duraderos. Ambos países destacaron la importancia de preservar y fortalecer el régimen de no proliferación nuclear, así como la eficacia y eficiencia de las salvaguardias del Organismo Internacional de Energía Atómica (OIEA), y subrayaron la necesidad de mejorar la cooperación internacional en los usos pacíficos de la energía nuclear, en el marco del artículo IV del Tratado. Reconocieron el papel fundamental y el apoyo del OIEA en la creación de capacidad, la cooperación técnica y la promoción de aplicaciones responsables de la tecnología nuclear.

Las delegaciones subrayaron su compromiso de profundizar la cooperación en el ámbito nuclear civil a nivel bilateral y multilateral. Estados Unidos y Argentina continúan compartiendo el interés por desplegar reactores modulares pequeños y otras tecnologías nucleares civiles avanzadas, y reconocen el potencial de ambos para apoyar el crecimiento económico y el desarrollo nacional. Ambos países reafirmaron su compromiso con la asociación en materia de energía nuclear civil en el marco del Programa de Infraestructura Fundamental para el Uso Responsable de la Tecnología de Reactores Modulares Pequeños (FIRST).

Ambos países destacaron la importancia de una estrecha cooperación ante los rápidos avances de la tecnología nuclear civil, incluida la importancia fundamental del intercambio de información técnica relacionada con la reglamentación, la supervisión, la concesión de licencias, la protección física, la seguridad y la ciberseguridad de los reactores nucleares. Estados Unidos y Argentina se comprometieron a seguir colaborando en estas cuestiones y a continuar trabajando juntos en materia de salvaguardias internacionales y controles de las exportaciones.

Takeshi Ebisawa, a Japanese national, was sentenced to 20 years in prison for his participation in a conspiracy to traffic nuclear materials, including uranium and weapons-grade plutonium, from Burma to other countries, as well as his participation in international narcotics trafficking, weapons, and money laundering crimes. Ebisawa previously pleaded guilty to six counts for those offenses before U.S. District Judge Colleen McMahon for the Southern District of New York.
