En particulier, le Rwanda fait partie des rares pays ayant atteint les objectifs 95-95-95 pour le contrôle de l'épidémie de VIH/sida. Ce partenariat fait fond sur ces avancées en s'éloignant des systèmes parallèles de prestation des ONG, en investissant dans des infrastructures sanitaires novatrices, en favorisant une plus grande appropriation nationale des systèmes de santé et du personnel de première ligne, et en plaçant le Rwanda sur une trajectoire accélérée vers un système de santé plus pérenne, réactif et durable, notamment en faisant en sorte que le Rwanda prenne le plein contrôle de sa réponse au VIH/sida d'ici la quatrième année du partenariat.   Dans le cadre de cet accord, en collaboration avec le Congrès, les États-Unis prévoient de fournir jusqu'à 158 millions de dollars au cours des cinq prochaines années afin de soutenir les mesures du Rwanda pour lutter contre le VIH/sida, le paludisme et d'autres maladies infectieuses, ainsi que pour renforcer la surveillance des maladies et la réponse aux épidémies. À son tour, le gouvernement rwandais prévoit d'augmenter son investissement national dans la santé de 70 millions de dollars, assumant une plus grande responsabilité financière à mesure que le soutien américain est progressivement réduit au fil des années.   Ce partenariat contribue également à faire progresser les intérêts commerciaux américains au Rwanda et, plus largement, en Afrique. Selon les termes de cette subvention, le Rwanda, premier pays africain à avoir adopté la technologie de Zipline, sera chargé d'exploiter et d'entretenir l'infrastructure d'approvisionnement de pointe financée par l'aide américaine. De plus, l'accord prévoit un financement de 10 millions de dollars à l'intention de l'entreprise technologique américaine Ginkgo Bioworks afin d'étendre sa surveillance des épidémies au Rwanda, ce qui permettra de mettre en place un système radar de détection des menaces biologiques en vue de surveiller les potentielles épidémies dans l'ensemble de la région. En outre, l'accord énonce plusieurs domaines de la santé dans lesquels le Rwanda souhaite davantage de partenariats et d'investissements du secteur privé américain, notamment pour le développement de traitements de nouvelle génération contre le VIH et le déploiement de l'intelligence artificielle (IA) dans le secteur de la santé.
