DOW Awards $55 Million Grant for Nathan F. Twining Elementary & Middle School at Grand Forks Air Force Base, North Dakota

The Department of War's Office of Local Defense Community Cooperation awarded Grand Force Air Force Base Public School District No. 140 a $55,249,082 grant as the federal share of a larger $69,061,352 project to construct a new Nathan F. Twining Elementary/Middle School at Grand Forks Air Force Base, North Dakota. 

This project will address facility capacity and condition deficiencies that placed Nathan F. Twining Elementary and Middle School at 70th on the 2019 Deputy Secretary of Defense "Public Schools on Military Installations Priority List" (Priority List).  Upon completion, 500 pre-kindergarten through eighth-grade students will be supported through the project.

Funding for this grant is provided under the Department's Public Schools on Military Installations Program.  In making these funds available, the Office of Local Defense Community Cooperation must give priority consideration to military installations that have schools with the most serious capacity and facility condition deficiencies, as determined by the Priority List. 

A multi-disciplined Federal Evaluation Team, with representatives from the Assistant Secretaries of the Air Force, Army, Navy, and the Office of Local Defense Community Cooperation reviewed the school project to ensure the award appropriately addresses the noted capacity and facility condition deficiencies.

In correcting the identified facility condition and capacity issues at the Nathan F. Twining Elementary and Middle School, this grant keeps faith with service members, improves the quality of education for defense-connected students, aids in the recruitment and retention of vital skills at Grand Forks Air Force Base, and enhances partnerships between the community and the installation.

Madame la Présidente, Monsieur le Secrétaire général, chers collègues,

L'initiative ONU80 du secrétaire général et ses propositions de révision des prévisions budgétaires constituent une première étape nécessaire pour que l'Organisation des Nations unies revienne à ses fondamentaux, renouvelle sa mission fondatrice de maintien de la paix et de la sécurité internationales et rétablisse la confiance du monde dans la capacité de l'ONU à gérer de manière responsable les précieuses ressources que lui confient les États membres.

Dans le cadre de l'initiative ONU80, le secrétaire général a proposé une réduction budgétaire de 15 % ainsi que la suppression de 2 600 postes. Alors que la cinquième commission examine cette première étape de notre mission de réforme plus large, nous ne pouvons ni ne devons en aucun cas revenir sur les estimations révisées du secrétaire général.

Les États-Unis considèrent ces réductions nécessaires comme des corrections permanentes et non temporaires. En effet, cette réforme qui aurait dû être faite il y a longtemps ne vise pas seulement à réaliser des économies à court terme, mais aussi à créer une organisation ciblée, capable d'obtenir des résultats mesurables sans étendre indéfiniment son empreinte.

L'heure n'est plus aux discours sans fin sur la nécessité de réformer, aux réunions qui ne mènent qu'à d'autres réunions0 ni à appeler le monde à prendre des demi-mesures de réforme dépourvues de sérieux. Les États-Unis n'hésiteront pas à prendre les décisions nécessaires pour s'assurer que cette institution soit plus économe, plus ciblée et plus efficace dans la réalisation de sa mission fondamentale, qui consiste à maintenir la paix et la sécurité internationales tout en respectant la souveraineté nationale des États membres.

Nous attendons avec intérêt de travailler ensemble au cours du dernier mois de cette séance principale afin de mener à bien ces réformes essentielles, durables et importantes.
