DOW Awards $55 Million Grant for Nathan F. Twining Elementary & Middle School at Grand Forks Air Force Base, North Dakota

View Online IMMEDIATE RELEASE DOW Awards $55 Million Grant for Nathan F. Twining Elementary & Middle School at Grand Forks Air Force Base, North Dakota Dec. 2, 2025 The Department of War's Office of Local Defense Community Cooperation awarded Grand Force Air Force Base Public School District No. 140 a $55,249,082 grant as the federal share of a larger $69,061,352 project to construct a new Nathan F. Twining Elementary/Middle School at Grand Forks Air Force Base, North Dakota.  This project will address facility capacity and condition deficiencies that placed Nathan F. Twining Elementary and Middle School at 70th on the 2019 Deputy Secretary of Defense "Public Schools on Military Installations Priority List" (Priority List).  Upon completion, 500 pre-kindergarten through eighth-grade students will be supported through the project. Funding for this grant is provided under the Department's Public Schools on Military Installations Program.  In making these funds available, the Office of Local Defense Community Cooperation must give priority consideration to military installations that have schools with the most serious capacity and facility condition deficiencies, as determined by the Priority List.  A multi-disciplined Federal Evaluation Team, with representatives from the Assistant Secretaries of the Air Force, Army, Navy, and the Office of Local Defense Community Cooperation reviewed the school project to ensure the award appropriately addresses the noted capacity and facility condition deficiencies. In correcting the identified facility condition and capacity issues at the Nathan F. Twining Elementary and Middle School, this grant keeps faith with service members, improves the quality of education for defense-connected students, aids in the recruitment and retention of vital skills at Grand Forks Air Force Base, and enhances partnerships between the community and the installation. Dans le cadre de l'initiative ONU80, le secrétaire général a proposé une réduction budgétaire de 15 % ainsi que la suppression de 2 600 postes. Alors que la cinquième commission examine cette première étape de notre mission de réforme plus large, nous ne pouvons ni ne devons en aucun cas revenir sur les estimations révisées du secrétaire général. Les États-Unis considèrent ces réductions nécessaires comme des corrections permanentes et non temporaires. En effet, cette réforme qui aurait dû être faite il y a longtemps ne vise pas seulement à réaliser des économies à court terme, mais aussi à créer une organisation ciblée, capable d'obtenir des résultats mesurables sans étendre indéfiniment son empreinte. L'heure n'est plus aux discours sans fin sur la nécessité de réformer, aux réunions qui ne mènent qu'à d'autres réunions0 ni à appeler le monde à prendre des demi-mesures de réforme dépourvues de sérieux. Les États-Unis n'hésiteront pas à prendre les décisions nécessaires pour s'assurer que cette institution soit plus économe, plus ciblée et plus efficace dans la réalisation de sa mission fondamentale, qui consiste à maintenir la paix et la sécurité internationales tout en respectant la souveraineté nationale des États membres. Trademark quality improves as inventory falls below 350,000

Trademark Alert Trademarks exceeds FY 2025 goals The U.S. Patent and Trademark Office (USPTO) surpassed all major trademark performance goals for fiscal year 2025, which ended September 30. In FY 2025, we reduced average first action pendency by 25% and disposal pendency by 17%. We closed the year at 5.6 months for first action pendency and 11.7 months for disposal pendency. Increased productivity across our corps of examining attorneys also lowered the inventory of unexamined application classes to 346,378, a reduction of more than 90,000 classes in FY 2025 alone. Trademark demand remained strong in FY 2025. Applicants filed more than 824,000 new classes, a 7.4% increase from FY 2024. Despite this growth, examination speed and quality continued to improve. Both quality measures exceeded their targets for the year. FY 2025 Trademark performance highlights: Performance measure FY 2025 goal FY 2025 actual Average time to first action 6.7 months 5.6 months Average total processing time 13 months 11.7 months Quality first action compliance 95.5% 96.3% Quality final compliance 97.0% 98.5%   To maintain this momentum, we plan to hire additional trademark examining attorneys in fiscal year 2026. Our long-term goal is to reduce the first action pendency to four months and total processing time to nine months by fiscal year 2028.  These results show the USPTO's ongoing commitment to timely, high-quality trademark services that help businesses protect their brands and grow with confidence.
