Creio que, na nossa visão, existem cinco princípios cruciais que os Estados Unidos gostariam de apresentar e que vemos como uma espécie de base, esperemos, para um consenso emergente. Primeiro, que cada nação tem, em última análise, o direito de controlar as suas próprias fronteiras.
