Program Access Index 2019

The Program Access Index (PAI) is one of the measures FNS uses to reward states for high performance in the administration of the Supplemental Nutrition Assistance Program (SNAP). Performance awards were authorized by the Farm Security and Rural Investment Act of 2002 (also known as the 2002 Farm Bill). The PAI is designed to indicate the degree to which low-income people have access to SNAP benefits. The purpose of this step-by-step guide is to describe the calculation of the Program Access Index (PAI) in detail. It includes all of the data, adjustments, and calculations used in determining the PAI for every state.

Expanding Opportunities and Reducing Barriers to Work: Final Summary Report (Evaluation of USDA's SNAP Employment and Training Pilots)


Section 4022 of the Agricultural Act of 2014 authorized and funded the SNAP employment and training pilots and the evaluation. The final summary report presents findings drawn from the 10 pilot-specific final evaluation reports. The pilot-specific final reports and issue briefs on lessons from the pilots on administering and delivering services in SNAP E&T programs are also available.

The USDA National Organic Program (NOP) oversees the dynamic, growing organic industry. This small federal program that develops and enforces the organic standards to continually strengthen trust in the USDA organic seal has a big impact on farmers, businesses and consumers.

We are recruiting an Assistant Director for the Accreditation Division, the group that manages the NOP's oversight of accredited certifiers around the world. This is a great opportunity for an experienced organic program manager!

The selected candidate will:

  • Assist the Division Director with overseeing the NOP Accreditation Program and ensuring all NOP accredited organic certifiers comply with the USDA organic regulations.
  • Assist the Division Director with overseeing and assessing State Organic Programs to ensure compliance with the USDA organic regulations.
  • Establish NOP accreditation procedures that align with the USDA organic regulations and applicable ISO elements.
  • Oversee the efficiency and effectiveness of the Accreditation Division's accreditation functions.
  • Represent the Program in establishing and maintaining relationships with organic stakeholders.
  • Assign and review the work of division staff, including accreditation managers.
  • Monitor work progress, and as needed, provide advice and guidance on work processes and administrative matters.

This position is advertised as a Supervisory Agricultural Marketing Specialist at the GS-14 level and is open to qualified members of the public.

A major shift in the narrative is underway...

The overarching narrative of the markets and economy has been one of solid demand meeting lagging supply, a dynamic that has caused inflation to surge.

While most signs suggest these trends continue to persist, a handful of anecdotes from the past week indicate this narrative could be changing.

Depressed inventory/sales ratios have reflected supply chain disruptions.

In fact, many businesses have been complaining that sales would be more robust if only they could keep their shelves stocked.

In earnings calls last week, however, retail behemoth Walmart suggested this problem could be a thing of the past for them.

"We like the fact that our inventory is up because so much of it is needed to be in stock on our side counters, but a 32% increase is higher than we want. We'll work through most or all of the excess inventory over the next couple of quarters." - Doug McMillon, CEO of Walmart.

As the story of the economy unfolds, we'll be keeping a close eye on layoffs, initial claims, inventories, supplier delivery times, order backlogs, and of course, all of the various ways inflation is reported.
