Barnacle, Jr., and Commissioner of the New York City Police Department (“NYPD”), Jessica S. Tisch, announced today an eight-count indictment charging EMIR BALAT and IBRAHIM KAYUMI in connection with their alleged terrorist attack in Manhattan on March 7, 2026.
