Alleged Major Sinaloa Cartel Drug Trafficker Appears in San Diego Court 02/17/2026 07:00 AM EST SAN DIEGO – Alleged Sinaloa Cartel member Miguel Angel Valdez Ruiz, aka Flaco, made his initial appearance in federal court today following his arrest on charges that he participated in an international conspiracy to traffic cocaine from Ecuador, Colombia, Panama, and Mexico into the United States. Valdez was a fugitive following his 2019 indictment in the Southern District of California charging him with International Conspiracy to Distribute Controlled Substances.
