Courcelle announced that ZOE MARIE FRANCIS ("FRANCIS"), age 47, of New Orleans, pled guilty on January 7, 2026, to theft concerning programs receiving federal funds, in violation of Title 18, United States Code, Section 666(a)(1)(A).
