| Department of Justice (DOJ) Acting Inspector General William M. Blier announced today the release of a report on a $749,998 Second Chance Act Reentry Program grant awarded by the Office of Justice Programs (OJP) to the Center for Self-Sufficiency, Inc., (CFSS) in Milwaukee, Wisconsin. OJP awarded this grant in 2021 for the purpose of providing reentry services and programs to further DOJ's mission to reduce recidivism and combat violence by facilitating the successful reintegration of individuals returning from incarceration. As of September 2025, CFSS had drawn down $748,998 in grant funds. The DOJ Office of the Inspector General (OIG) found that CFSS could not demonstrate compliance with certain grant requirements or that costs claimed were allowable, supported, and in accordance with laws, regulations, and guidelines because CFSS did not provide adequate documentation to support its program performance and grant expenditures. As a result, the OIG questioned the entire amount of grant funds drawn down as unsupported and believe that the remaining $1,000 in unspent grant funds should be put to better use. The DOJ OIG made three recommendations to OJP to remedy the dollar-related findings and to apply appropriate measures to confirm the adequacy of CFSS's accounting and internal control system prior to making future awards.
