| Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on two Victims of Crime Act (VOCA) subgrants totaling $6.73 million awarded by the Connecticut Judicial Branch (Connecticut) to the Connecticut Alliance to End Sexual Violence (Alliance) in East Hartford, Connecticut. The DOJ Office of Justice Programs (OJP) provided funding to Connecticut to make subgrants to direct victim service providers throughout the state. As of July 2024, Connecticut reimbursed the Alliance for a cumulative amount of $6,434,496 for the subgrants we reviewed. The DOJ Office of the Inspector General (OIG) found that the Alliance used its victim assistance funds to enhance services for victims of crime directly and to make subawards to other organizations. However, we determined that the Alliance could enhance its subrecipient monitoring policies and procedures, update its financial policies and procedures to ensure drawdowns are based on immediate disbursement or reimbursement needs, and develop a prorating strategy to improve its oversight of VOCA funds. The DOJ OIG made 10 recommendations to improve the Alliance and Connecticut's management of grant performance.
