Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on two grants totaling $286,300 awarded between 2020 and 2022 by the Tennessee Department of Finance and Administration (Tennessee DFA) to the Memphis Leadership Foundation (Foundation) in Memphis, TN. The Office of Justice Programs (OJP) provided this funding to the Tennessee DFA as the State Administering Agency to make subawards to direct human trafficking victim service providers across the state, including these grants to the Foundation. As of June 2024, the Tennessee DFA had reimbursed the Foundation $284,652. The DOJ Office of the Inspector General (OIG) found that the Foundation provided direct services to victims of human trafficking. However, we found that the Foundation did not always maintain time and attendance records with evidence of supervisory review and approval, or time spent working on Victims of Crime Act-related activities, despite a policy that requires such records to be maintained. As a result, we questioned as unsupported $18,983 in reimbursed personnel costs. The DOJ OIG made two recommendations for OJP to work with the Tennessee DFA to improve the Foundation's grant management and administration. OJP and the Tennessee DFA agreed with our recommendations. |
