Justice Department Announces Findings in Investigation of the State of Oklahoma, Oklahoma City, and the Oklahoma City Police Department (OKCPD)

Today, the U.S. Department of Justice Civil Rights Division announced the results of our investigation of the State of Oklahoma, Oklahoma City, and the Oklahoma City Police Department (OKCPD).

We concluded that Oklahoma unnecessarily institutionalizes, or places at serious risk of unnecessary institutionalization, adults with behavioral health disabilities in the Oklahoma County area, in violation of the Americans with Disabilities Act (ADA).

We also found reasonable cause to believe that Oklahoma City and OKCPD engage in a pattern or practice of conduct that discriminates against people with behavioral health disabilities when providing emergency response services, in violation of Title II of the ADA and the pattern or practice provision of the Violent Crime Control and Law Enforcement Act of 1994.

The Justice Department welcomes perspectives related to the alleged violations in the report detailing our findings. People can contact the Department by email at MentalHealth.Oklahoma@usdoj.gov, by phone at (888) 473-3460, through the Civil Rights Division's Civil Rights Portal, or by mail at
Department of Justice, Special Litigation Section, Civil Rights Division, 950 Pennsylvania Ave., NW, Washington, D.C. 20530 (Attn.: Oklahoma Mental Health Team).

To learn more, please read the press release and report. To find out more about this report or the ADA, visit ada.gov or call the Justice Department's toll-free ADA information line at 1-800-514-0301 or 1-833-610-1264 (TTY).
