AIR FORCE

General Dynamics Information Technology Inc., Falls Church, Virginia, was awarded a ceiling $5,570,000,000 indefinite-delivery/indefinite-quantity contract for mission partner environment operations, maintenance, and sustainment. This contract provides for service support strategy, material readiness, operational performance requirements, and sustainment of fielded and operational capabilities. Work will be performed in the National Capital Region; Tampa, Florida; Hawaii; the United Kingdom; and other stateside and overseas locations; and is expected to be completed by Dec. 9, 2035. This contract was a competitive acquisition, and two offers were received. Fiscal 2025 operation and maintenance funds in the amount of $5,000,000 are being obligated at the time award. The Secretary of the Air Force Concepts, Development, and Management, Fairfax, Virginia, is the contracting activity (FA7146-25-D-0002).

The Boeing Co., Layton Utah, has been awarded a $233,764,794 modification (P00010) to a previously awarded contract (FA8214-22-D-0001) for the flight test telemetry termination production requirements contract. Work will be performed in Layton, Utah, and is expected to be completed by March 31, 2031. No funds are being obligated at the time of award. The Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting activity.

NAVY

Kongsberg Defence and Aerospace, Kongsberg, Norway, is being awarded a $960,776,576 firm-fixed-fixed-price, multi-year contract (N00024-25-C-5434) for Over the Horizon–Weapons System encanistered missiles, also known as the Naval Strike Missile. This contract includes options which, if exercised, would bring the cumulative value of this contract to $1,140,776,576. Work will be performed in Kongsberg, Norway (56%); Toulouse, France (13%); 't Harde, Netherlands (8%); Schrobenhausen, Germany (7%); Raufoss, Norway (1%); Arendal, Norway (1%); Northridge, California (1%); Gloucestershire, United Kingdom (1%); Chandler, Arizona (1%); Camberley, United Kingdom (1%); and various locations all less than 1% (10%), and is expected to be completed by May 2031. Fiscal 2024 procurement (Marine Corps) funding in the amount of $206,718,816 (89%); and fiscal 2024 weapons procurement (Navy) funding in the amount of $25,587,544 (11%), will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

BAE Systems Technology Solutions and Services Inc., Rockville, Maryland, is awarded a $104,793,401 cost-plus-fixed-fee, level of effort, indefinite-delivery/indefinite-quantity contract to provide the Naval Air Warfare Center, Aircraft Division, Webster Outlying Field, Ship and Air Integrated Warfare Division with engineering, logistics, integration and installation support for command, control, communications, computers, and intelligence systems, information and computer systems, and sensor systems for various platforms to include ships, Unmanned Aircraft Systems, shore installations, and ground-based systems for the Navy, Foreign Military Sales customers and non-Department of Defense partners. Work will be performed in Patuxent River, Maryland (88%); and Saint Inigoes, Maryland (12%), and is expected to be completed by October 2029. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competed on a full and open basis with two offers received. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0042125D0002).

Bell Boeing Joint Program Office, Amarillo, Texas, is awarded an $18,686,939 cost-plus-fixed-fee order (N0001925F0015) against a previously issued basic ordering agreement (N0001922G0002). This order provides research, development, test, evaluation, program management, and engineering support for integrated aircraft survivability equipment in support of CMV-22 Osprey retrofit efforts for Navy. Work will be performed in Ridley Park, Pennsylvania (95%); North Island, California (4%); and Fort Worth, Texas (1%), and is expected to be completed in November 2029. Fiscal 2024 research, development, test and evaluation (Navy) funds in the amount of $1,362,110 will be obligated at the time of award, $1,362,110 of which will expire at the end of the current fiscal year. This order was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Direct Energy Business LLC, Houston, Texas (SPE604-25-D-8005, $71,488,229); Constellation NewEnergy Inc., Baltimore, Maryland (SPE604-24-D-8000, $57,125,023); Engie Resources LLC, Houston, Texas (SPE604-25-D-8002, $25,752,324); WGL Energy Services Inc., Vienna, Virginia (SPE604-25-D-8004, $21,570,822); and Shell Energy Solutions, The Woodlands, Texas (SPE604-25-D-8003, $9,564,975), have each been awarded a firm-fixed-price, requirements contract under solicitation SPE604-24-R-0408 to supply and deliver retail electricity and ancillary/incidental services. This was a competitive acquisition with six responses received. These are one-year contracts with no option periods. Locations of performance are Illinois, Maryland, New Jersey, Ohio, Pennsylvania, and Washington, D.C., with a Dec. 31, 2025, performance completion date. Using customers are Army, Navy, Air Force, the Defense Department, the Department of Energy, the Department of Veterans Administration, the National Institute of Health, and the Department of Agriculture. The using customer is solely responsible for funding this contract and funds vary in appropriation type and fiscal year. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

SOPAKCO Inc.,* Mullins, South Carolina, has been awarded a maximum $47,605,500 fixed-price, indefinite-delivery/indefinite-quantity contract for close combat assault rations. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. The ordering period end date is Nov. 10, 2029. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2025 through 2030 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE3S1-25-D-Z100). 

ARMY

Sevenson Environmental Services Inc., Niagara Falls, New York, was awarded a $96,000,000 cost-plus-fixed-fee contract for environmental remediation services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 11, 2029. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-25-D-0001).
