Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on a grant totaling $2,892,142 awarded for fiscal years 2021 to 2023 by the Arizona Department of Public Safety (AZDPS) to the Jewish Family and Children's Services of Southern Arizona, Inc. (JFCS) in Tucson, Arizona. The Office of Justice Programs (OJP) provided this funding to AZDPS as the State Administering Agency to make subawards to direct victim service providers across the state, including this grant to JFCS. As of October 2023, AZDPS had reimbursed JFCS $2,048,745. The DOJ Office of the Inspector General (OIG) found that JFCS provided services to crime victims in Tucson, Arizona, including therapy, counseling, general services, and referrals to alternative resources. However, we found that JFCS could improve certain areas of its grant management, including financial policies and procedures, internal controls related to the calculation of fringe benefit costs, and review of other costs charged to the grant. Additionally, the OIG found that AZDPS has not fully complied with single audit report requirements. The DOJ OIG made three recommendations to OJP and AZDPS and two recommendations to OJP to assist JFCS in improving their award management and administration. OJP, the AZDPS, and JFCS concurred with all recommendations. |
