| Department of Justice (DOJ) Inspector General Michael E. Horowitz announced today the release of a report on three grants totaling $5.16 million awarded to the Arizona Criminal Justice Commission, Phoenix, AZ. The Office of Justice Programs awarded these grants between Fiscal Years 2020 to 2022 for the purpose of providing financial support through the payment of benefits to crime victims throughout Arizona. As of October 2023, the Arizona Criminal Justice Commission drew down $3.65 million of the total grants. The DOJ Office of the Inspector General (OIG) found that the Arizona Criminal Justice Commission, through its subrecipients, distributed program funds to victims of crime. However, we identified discrepancies with policies and procedures related to annual state certification forms, performance reporting, monitoring of subrecipients, and financial reporting. Specifically, we found that Arizona Criminal Justice Commission did not have policies and procedures in place to ensure the accurate submissions of annual certification forms and financial reports. Additionally, we found that subrecipients were not monitored to ensure they are submitting essential information and financial reports accurately. We also found discrepancies related to the accuracy of annual state certification forms, which determine funding amounts. Further, financial reports sent to the Office of Justice Programs were largely inaccurate. The DOJ OIG made five recommendations to the Office of Justice Programs to improve Arizona Criminal Justice Commission's management of award performance.
