Good morning, Each month, CDSE's Insider Threat Division will highlight current job aids and case studies for learning, professional development and for use as teaching tools for your insider threat programs. This month's feature is the Insider Threat Fraud Job Aid and a case study on Jonathan Toebbe. Job Aid The Insider Threat Fraud Job Aid is now available (https://www.cdse.edu/Portals/124/Documents/jobaids/insider/INT_Fraud_JobAid.pdf) This job aid will provide information about risks associated with fraud and guidance for organizations to prevent, detect, deter, and mitigate threats posed by insiders who may use trusted access to commit fraud. Case Study In April 2020, Jonathan Toebbe sent a package to a foreign government, listing a return address in Pittsburgh, Pennsylvania, containing a sample of Restricted Data and instructions for establishing a covert relationship to purchase additional Restricted Data. Toebbe began corresponding via encrypted email with an individual whom he believed to be a representative of the foreign government. Little did he know the individual was really an undercover FBI agent. Toebbe continued this correspondence for several months, which led to an agreement to sell Restricted Data in exchange for thousands of dollars in cryptocurrency. Jonathan and Diana Toebbe each pled guilty to one count of Conspiracy to Communicate Restricted Data. Jonathan was sentenced to 19 years in prison. Diana Toebbe was sentenced to 21 years in prison.
