The following GAIN reports were released on July 29, 2022. _______     Canada: Canada Consults on Proposed Guidance for Registration Requirements of Gut Modifier Animal Feed Products On July 26, 2022 the Canadian Food Inspection Agency (CFIA) opened a consultation on proposed guidance for registration requirements of gut modifier products under the animal feeds regulations. The consultation will remain open until September 19, 2022. CFIA considers gut modifiers as specialty products requiring their approval and registration prior to manufacture, sale, or import into Canada.   European Union: High Quality Beef Quota Year 2021-2022 Ends Positively for US Beef Exports U.S. beef exports into the EU's High Quality Beef (HQB) quota seem to finally have emerged from the impact of COVID-19 restrictions in the last quarter of the 2021/2022 quota year. In the quota year 2022-2023, U.S. beef exporters can at last start benefitting from the 2019 agreement with the EU about reserving a U.S. specific part of the HQB quota, which was negotiated between the United States and the European Union in 2009. However, with 12,923 MT used out of 24,200 MT available in 2021/2022, U.S. beef exporters must build from a low export basis.   European Union: EU Grain Summer Update 2022 Dry and warm conditions across the EU, combined with a decline in corn plantings, are anticipated to reduce the bloc's total grain production in MY 2022/23. Nevertheless, EU exports of grains are expected to remain stable and partially replace Black Sea Region origins in international grain markets. EU grain importing Member States will expand their purchases in alternative grain suppliers to make up for the limited access to Ukrainian grain and the shorter domestic availability. Tight livestock producers' margins and consumer price increases are expected to result in a reduction in feed and FSI uses of grains. Given these factors, the EU is anticipated to finish with tight grain ending stocks in MY 2022/23.   Indonesia: Biofuels Annual In 2022, Indonesia maintained its biodiesel blending mandate at 30 percent and raised its biodiesel allocation volume to a record 10.1 billion liters on expected increased economic activity and mobility following eased pandemic-related restrictions. The export levy that funds the subsidies underwriting the biodiesel mandate program was adjusted to also subsidize cooking oil prices which have surged since late 2021. Indonesia 2022 biodiesel exports are forecast to remain limited at 200 million liters on expected high export levies and taxes. Domestic production and consumption of fuel grade ethanol (FGE) remains virtually non-existent due to feedstock limitations and no viable subsidy scheme. However, as global ethanol prices are currently lower than gasoline prices, there is renewed interest in pursuing an E2 pilot project and assessing the benefits and viability of importing finished gasoline blended with ethanol or direct imports of ethanol for in-country blending.   Spain: Retail Foods After an exceptional year in sales in 2020, the Spanish retail sector is becoming increasingly competitive, while trying to find a balance between high input costs and improved efficiency, during a period of high inflation that once again gives price the leading role in purchasing decisions. The main investments in the sector are directed to commercial regeneration and modernization of existing stores, improvement of fresh products supply chain, and online logistics. E-commerce, ready-to-eat food, and sustainability are the key trends gaining importance in the sector.   Spain: Spanish Fodder Exports Break New Ceiling Competition by other crops continues to force Spain's fodder area down. In MY 2022/23 the dry spring is anticipated to have negatively affected yields in non-irrigated land. On the processor side, energy prices will keep forcing margins down. Exports will remain the main outlet for dried fodder production, as internal demand continues shrinking. Despite logistic challenges, Spain's dried fodder exports in MY 2021/22 managed to break a new ceiling, amounting to 1.6 million metric tons (MT), an all-time record.   Thailand: Rice Price - Weekly Rice export prices decreased 1-2 percent as new inquiries for white rice were quiet.
