| In alignment with House Bill (HB) 4 (87th Legislative Session, 2021), HHSC has developed draft policy changes to allow covered services via telemedicine, telehealth, and audio-only delivery if clinically appropriate and cost effective. These policies are posted here for public comment. Behavioral Health Services In addition to HB4 updates, HHSC has developed draft policy changes, in alignment with Senate Bill (SB) 1921 (87th Legislative Session, 2021), to allow non-local mental health authorities (also referred to as private providers) to deliver mental health targeted case management and mental health rehabilitation services to persons in fee-for-service Medicaid.
