The following GAIN reports were released on November 12, 2021.

Brazil: Brazil Temporary Lowers Import Tariffs

On November 5, Brazil announced a unilateral 10 percent reduction of import tariffs on 87 percent of all goods and services until December 31, 2022. Agricultural products are on the list of reductions, including ethanol – which was lowered by 10 percent from 20 percent to 18 percent. Although the measure is temporary, it may become permanent if adopted by the Mercosur trade bloc.

European Union: Dairy and Products Annual

In 2022, milk production in the European Union 27 Member States (EU27) is forecast to increase by 0.2 percent to 150.45 million metric tons (MMT) compared to 2021. As EU liquid milk consumption is flat, most additional milk goes to processing. Cheese production is the main use and EU27 cheese production is forecast to increase to 10.4 MMT, which is 50,000 MT more than in 2021 and 168,000 MT more than in 2020. Both EU domestic cheese consumption and exports continue to increase. EU butter production is forecast to recover to 2.14 MMT in 2022, after a decrease in 2021 compared to 2020, for lack of milk and at the expense of exports. Non-Fat Dry Milk production is also forecast to recover to 1.56 MMT in 2022, after a decrease in 2021 compared to 2020, resulting in lower exports. EU27 Whole Dry Milk production is most affected by stagnating milk production, with significant production cuts in both 2021 and 2022 and lower exports.

Pakistan: Cotton and Products Update

Due to excellent conditions during harvest, which followed a good growing season, seed cotton collection has progressed well, and deliveries to ginners are far out-pacing last year. Production in 2021/22 is forecast at 5.6 million bales (480 lb/bale), a 24 percent increase compared to last year. Meanwhile, cotton yarn and cloth exports continue to be strong in 2021.

Saudi Arabia: Exporter Guide

Saudi Arabia is a 20th largest importer of U.S. food and agricultural products in the world, with direct U.S. exports of $1.23 billion in 2020. Return to semi-normal living conditions are invigorating U.S. agricultural exports to the Kingdom as supported by the U.S. Customs data for January – August 2021 that show 16 percent increase compared to the same period in 2020. There are plenty of opportunities for a wide range of new U.S. food products in the Saudi market; especially, healthier products aimed at a generation with more disposable income. Unfortunately, there are also significant impediments to trade including several halal related restrictions on meat and poultry products as well as exporting facility registration requirements. Despite these issues, U.S. food products are generally viewed as a higher quality product and are well-positioned to meet Saudi Arabia's changing dietary habits over the next several years.

Turkey: Agricultural Biotechnology Annual

Turkey published its Biosafety Law and implementing regulations in 2010. This legislation has continued to disrupt trade and Turkey's domestic agriculture and food sectors. The Ministry of Agriculture and Forestry is the sole authority for biotechnology approvals. The Ministry approved eight genetically engineered soybean and corn traits in the beginning of 2021. As of September 30, 2021, there are only 36 (13 soybean and 23 corn) events approved for feed use in Turkey. No events are approved for food use or cultivation. In 2020, Turkey approved the production of three enzymes for industrial usage purposes by using Aspergillus oryzae improved by modern biotechnological methods in 2020. Testing of imported products remains inconsistent and continues to be a considerable cost for importers.
