What's New?

Federal Employee Viewpoint Survey (FEVS)

The week of November 8th, the U.S. Office of Personnel Management will administer the 2021 Federal Employee Viewpoint survey to the Federal agencies, which will run for five weeks ending on December 10th.  Individuals eligible to participate in survey would have been onboarded by April 2021.  This year, OPM has expanded the category of participants to include employees on time-limited, and seasonal appointments, and intermittent work schedules.  Due to OPM's limited bandwidth, the survey will be administered to a portion of the Federal workforce in each agency. In addition, the 2021 FEVS reports, such as the demographic comparison report and the Indices report will be limited to Department and bureau levels only.  OPM indicated the 2022 FEVS and reports will be administered during their normal time period between June 2022 through October 2022, and the level of reporting will include the bureaus' work units. 

Coming Soon: Deadline to establish FY 2022 Performance Plans is November 15, 2021

FY 2022 appraisals have been activated in DOI Talent for all GS, non-seasonal employees, including any employees who were opted into paperless performance plans during FY 2021. Bureau of Indian Education employees, and all executives/consultants/experts (SES, SL, ST, and EX, ED, EH, EF pay plans) will remain excluded from the activated appraisal group within DOI Talent.   For the FY 2022 performance cycle, DOI Talent will continue to have an "opt-in" feature, allowing first-level supervisors of career seasonal, temporary, wage grade, and term employees to opt their employees into the paperless performance management system. 

Rating officials have 45 days in which to establish, finalize and sign Employee Performance Appraisal Plans (EPAPs), which includes completing Steps 1 & 2 in DOI Talent or Parts A-1 through A-4 of the paper form DI-3100/S.  

Delegated Examining Certification Assessment

The U.S. Office of Personnel Management is currently offering the Delegated Examining Certification Assessment remotely for individuals that requested and received approval of a Reasonable Accommodation. The remote proctoring test will take place for the next three months, with live proctors facilitating and monitoring testers virtually. More details are available in the U.S. Office of Personnel Management memo.

Federal Employees Health Benefits (FEHB) Program- Family Coverage

The U.S. Office of Personnel Management (OPM) has created new educational resources to help Federal Employees Health Benefits (FEHB) Program enrollees understand who in their family is eligible for coverage under their plan. These resources are available at www.opm.gov/fehbfam 

DOI Talent Outage (Rescheduled)

The planned DOI Talent outage has been rescheduled until the weekend of November 20th.  This means that the system will be available so that rating officials have time to complete FY21 employee performance appraisals and establish FY22 performance plans.  Please take action to complete all FY21 appraisals by November 1 and establish FY22 performance plan by November 15 for non-SES/SL/ST employees. 

We apologize for any inconvenience this may cause; however this outage is necessary to comply with a Presidential mandate for all systems to encrypt data at rest and plan of action and milestones (POAM) for correcting an information system security weakness.

Updated Safer Federal Workforce Website

The Centers for Disease Control (CDC) updated technical aspects of the definition for fully vaccinated individuals as well as provided a new testing timeframe for fully vaccinated individuals with a close contact. These changes are now reflected in the FAQ section of the Safer Federal Workforce website: What's New? | Safer Federal Workforce In addition, FAQs have been added for contractors with respect to limited exceptions to the vaccination requirement—these FAQs reflect guidance that was previously provided to Federal agencies on this topic, which is now being provided to contractors as well.


COVID-19: Vaccination Updates & Reminders

Upcoming Dates for the Coronavirus Disease 2019 Vaccination Mandate

Please be aware of the following key dates related to implementation of the vaccination requirement for covered Federal employees:

  • November 8: Second dose deadline (for Moderna and Pfizer-BioNTech)
  • November 8: First (only) dose deadline (if employees are getting the Johnson and Johnson (J&J/Janssen COVID-19 vaccine)
  • November 22: Covered Federal employees must be fully vaccinated

Reminder on Required Proof of Vaccination Status

All DOI employees are required to provide proof of their vaccination status unless you have received an approved accommodation as required by law. Please upload your vaccination status no later than November 22 using DOI's Safety Management Information System (SMIS), which contains security elements to safeguard your private medical and other sensitive information. To access SMIS, you must be connected to the DOI network in your office or to the VPN (Pulse Secure) from your remote or telework site. You will find instructions there on how to upload your vaccination information and (for supervisors) how to validate your employees' information. If you do not have access to government-furnished equipment to access SMIS, please contact your supervisor. Find a vaccination location near you on Vaccines.gov. 

Know the Facts About COVID-19 Vaccines

COVID-19 vaccines are safe and effective. Hundreds of millions of people in the United States have received COVID-19 vaccines under the most intense safety monitoring in U.S. history. Pfizer is recommended for people 12 and older and the Moderna and Johnson & Johnson/Janssen for people 18 and older. Reasonable Accommodations

Employees are encouraged to submit reasonable accommodation requests as soon as possible to their supervisor. While employees will have the opportunity to submit requests after the October 22 target date, this date was developed to help bureaus and offices timely respond to reasonable accommodation requests so that employees can either receive an exception as required by law or comply with the vaccination requirement of Executive Order No. 14043 by the November 22 deadline. This is important because an employee, in the absence of an exception as required by law, must comply with the requirements of Executive Order No. 14043 or be subject to disciplinary action, up to and including removal from federal service. Employee intake forms are available to request a medical extension or a reasonable accommodation due to a disability, or to request a reasonable accommodation for sincerely held religious beliefs, observances, or practices
