How should police handle 911 calls about mentally ill people? Denver may have a solution.
A Denver program called STAR, short for Support Team Assistance Response, sends a social worker and paramedic to assist unarmed mentally ill people in crisis.  After a successful year — STAR did not have to request backup from the Denver Police Department on any of its 1,351 calls — communities across the country are looking to it as a model for how to handle low-level emergencies at a time when policing in the United States is under scrutiny.
