Life without parole is a 'slower' death sentence. Are legal defense systems measuring up?

As life without parole replaces the death penalty, almost 56,000 people nationwide are serving prison sentences that will keep them locked up until they die. But the country's patchwork system of legal defense hasn't kept up: Most states don't have minimum qualifications for the lawyers who represent impoverished people facing a lifetime behind bars.
