As General Counsel:

  • Counsels managers and supervisors on all day-to-day employee relations matters to include performance and conduct issues, complaints of prohibited discrimination, harassment, retaliation/reprisal, reasonable accommodations, and prohibited personnel practices and whistle blower retaliation;
  • Serves as counsel in proceedings before administrative and judicial forums, including arbitrations to include the U.S. Equal Employment Opportunity Commission, the U.S. Merit Systems Protections Board, the Office of Special Counsel, and the U.S. Federal Courts;
  • Propounds and responds to discovery, manages discovery documents, drafts motions and briefs, and researches case law and regulations;
  • Represents the agency in mediation and settlement negotiations;
  • Assists managers and supervisors in preparing documents necessary to address performance and conduct issues, including leave restriction letters, performance improvement plans, and disciplinary actions;
  • Supervises the Division's Ethics Advisor and Ethics Program Specialist, and provides ethics advice to Division employees as appropriate; 
  • Drafts, revises, interprets, and reviews policy documents for legal sufficiency to ensure compliance with regulations and efficient business processes related to employment matters;
  • Develops and conducts training on ethics and employment-related matters for employees, hiring officials, and managers and supervisors; and
  • Coordinates a variety of Criminal Division programs, including attorney recruitment, Honors Program hiring, and attorney bar certification.
