Lockhart, 56, was indicted on one count of "Attempted Coercion and Enticement of a Minor" and one count of "Attempted Transfer of Obscene Materials to a Minor." Wheeling woman indicted for failing to register 12/01/2020 12:00 AM EST Bobbi Jo Starry, of Wheeling, West Virginia, is facing a sex offender registry charge, U.S. Attorney Bill Powell announced. Starry, 55, was indicted on one count of "Failure to Register."
