That's the situation with mail-in ballots in over a dozen states, including the presidential battlegrounds of Michigan and Pennsylvania, where election officials, hampered by state laws, can't start assessing the validity of the early votes — checking voters' names and matching signatures — until Nov. 3. That means it's possible the results might not be available for days or even weeks in those places.
