The Supervisory Attorney Advisor (Senior Panel Attorney) works in support of Board Members, managing and coordinating the work of a team of attorney-advisors, law clerks, paralegal specialists, and support staff in the review of records of proceedings related to the Immigration and Nationality Act.
The Supervisory Attorney Advisor (Senior Panel Attorney) directs the interpretation and implementation of legal and policy determinations of the Board and Panel; monitors the translation of general directives into specific, legally sound resolutions of issues; directs the proposal of constructive, effective solutions to the most problematic and unusual issues before the Panel and provides technical assistance in developing and implementing procedures to ensure consistency in Board decisions; provides staff direction in the review of records of proceedings for completeness and accuracy; identification of all factual, procedural and substantive issues; identifies and correct application of all relevant constitutional, statutory, judicial and regulatory law; reviews drafts to ensure clear, well organized decisions, properly supported by legal authority and virtually devoid of errors of style and substance ; and writes or rewrites decisions in complex or controversial cases before the Panel, often within demanding time limits.
The Supervisory Attorney Advisor (Senior Panel Attorney) conducts continuing analysis of Panel operations; developing, proposing, and implementing new and alternative policies and procedures designed to establish more effective and efficient means of accomplishing Board and Panel goals; formulates, in coordination with Board Members and Director of Operations, short and long-term Panel goals and ensures understanding and support of Panel Staff; oversees the prioritizing, assignment, and reassignment of cases, research projects, and related matters to the legal and support staff assigned to the Panel; and monitors work flow through the Panel to ensure the timely, consistent, and successful accomplishment of tasks.
The Supervisory Attorney Advisor (Senior Panel Attorney) serves as principal manager of a Board Panel who establishes and maintains effective communication channels within the Panel and with the Board Chairman, Vice Chairman, Board Members, Director of Operations, other Senior Panel Attorneys, and Team Leaders. The Supervisory Attorney Advisor (Senior Panel Attorney) prepares memoranda summarizing the facts of each case reviewed; and prepares proposed order for review by Board member(s) to vote on accepting as a final order.
