The Resident Legal Advisor (RLA) will represent the Department of Justice through OPDAT in the implementation of justice sector technical assistance to enhance and strengthen the counterterrorism efforts in Southeast Europe, particularly with respect to the issue of foreign terrorist fighters and anti-money laundering/combating terrorist financing. This assistance will focus on developing more effective investigations and prosecutions of terrorism cases as well as enhancing counterterrorism legislation. This will involve technical assistance, mentoring, and advice on the investigation and prosecution of cases. It will also involve analysis of and advice on current or pending counterterrorism legislation and other related and potentially affected criminal statutes, codes, laws, and regulations. The RLA will coordinate and interact closely with other OPDAT RLAs assigned throughout the region. In addition, the RLA will work and interface closely with U.S. Embassy staff. This position is also part of a counterterrorism (CT) team based out of Embassy Sarajevo consisting of the RLA, an International Criminal Investigative Training Assistance Program Manager and Department of Homeland Security representative. The concept is a part of an effort by State Department's CT Bureau to coordinate CT efforts in the region more broadly and effectively. The RLA position involves travel in the region and will require the RLA to engage with foreign justice sector officials on combating terrorism through international cooperation.
