As Congress grapples with coronavirus check parameters, some experts argue the money should be universal

While people are losing their jobs to the uncertainty surrounding the coronavirus crisis, Congress is debating how to target money to those who need it most. Some experts say the checks should go to everyone. They argue that means-testing is a complicated process that takes time the country can't afford.

"We should be looking to maximize efficiency, not maximize the number of people we cut out," one assistant professor said.
