The following Global Agricultural Information Network (GAIN) reports were released on Thursday, February 20, 2020

India: Dairy and Products Annual

Assuming a normal monsoon season (June-September), India's fluid milk production is forecast to rise from an estimated 191 MMT in Calendar Year (CY) 2019 to 195 million metric tons (MMT) in CY 2020 (outyear). CY 2020 Non-Fat Dry Milk (NFDM) exports are projected at 15,000 metric tons (MT). Butter exports will improve slightly to 55,000 MT on expectation of moderate export demand. Since milk production is growing in tandem with domestic consumption, any uptick in future demand for milk-based products may encourage imports.

Japan: Japan Finalizes Handling Procedures for Genome Edited Feed and Feed Additives

On February 7, 2020, Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) released the final "Feed Safety Guidelines on the Handling of Genome Edited Feed and Feed Additives." MAFF made changes to the previously published draft guidelines, including to the handling of crossbred progeny when products meet specific conditions.

Russia: Draft Amendments to List of Quarantine Products Notified to WTO

On January 9, 2020, Russia notified the World Trade Organization (WTO) of draft amendments to the List of Quarantine Products via G/SPS/N/RUS/174. The proposed measure adds toys containing seeds and (or ground) to the list and excludes feed products not containing organic substances from the list. The public comment period for the draft will close on March 9, 2020. Interested U.S. parties are encouraged to share their comments and/or concerns with USDA's enquiry point (us.spsenquirypoint@fas.usda.gov). For potential inclusion in the U.S. official position, please send your comments by February 24, 2020. This report contains an unofficial translation of the proposed measure.

Taiwan: Taiwan Reaches Organic Equivalency with Japan and Australia

In early February 2020, Taiwan's Agriculture and Food Agency (AFA) announced that it concluded organic equivalency negotiations with Japan and Australia. AFA published two updates to its website notifying that an agreement for organic equivalency had been reached with Australia on January 20, 2020, and with Japan on February 1, 2020. The full text of the Japan-Taiwan agreement was also made available. Australia and Taiwan have yet to publish finalized text.
