The White House's decision to withhold millions in Congress-approved security assistance for Ukraine in the summer of 2019 was a violation of the law, the U.S. Government Accountability Office said Thursday. The opinion, issued by the nonpartisan congressional watchdog, comes as the House turns over the articles of impeachment against President Donald Trump to the Senate ahead of the start of his trial next week. Trump was impeached by the House over allegations that the aid was withheld as part of a campaign to pressure Ukraine to announce investigations that would benefit the president personally and politically. |
