अमेरिका ने अंतरराष्ट्रीय व्यवस्था को आकार देने में केंद्रीय भूमिका निभाई है। मनरो सिद्धांत – जिसने हमारे क्षेत्र के देशों को हमारे गोलार्ध के बाहर से हस्तक्षेप के बिना फलने-फूलने का अवसर दिया – से लेकर संयुक्तराष्ट्र की स्थापना में हमारी निर्णायक भूमिका तक, नॉर्थ अटलांटिक ट्रीटी ऑर्गनाइज़ेशन (नैटो) के तहत प्रमुख सुरक्षा गारंटर भूमिका निभाने से लेकर दुनिया का सबसे बड़ा मानवीय सहायता प्रदाता होने तक, अमेरिका की नेतृत्वकारी भूमिका निर्विवाद रही है। नेतृत्व के लिए कठिन निर्णय लेने और यह पहचानने की क्षमता आवश्यक होती है कि शांति, समृद्धि और स्वतंत्रता को बढ़ावा देने के लिए बनाए गए संस्थान कब उन्हीं लक्ष्यों में बाधक बन जाते हैं। जिसे हम "अंतरराष्ट्रीय प्रणाली" कहते हैं, वह अब सैकड़ों अपारदर्शी अंतरराष्ट्रीय संगठनों से भर गई है – जिनमें से कई के दायित्व एक-दूसरे से मिलते हैं, उनके कार्यों का दोहराव होता है, परिणाम अप्रभावी होते हैं, और उनका वित्तीय एवं नैतिक शासन कमज़ोर है। यहां तक कि जो संगठन कभी उपयोगी कार्य करते थे, वे भी तेजी से अक्षम नौकरशाही, राजनीति प्रेरित सक्रियता के मंच या हमारे देश के सर्वोत्तम हितों के प्रतिकूल साधन बन गए हैं। ये संस्थान न केवल नतीजे देने में विफल हैं, बल्कि ये उन लोगों के प्रयासों में भी बाधक बनते हैं जो इन समस्याओं का समाधान करना चाहते हैं। अंतरराष्ट्रीय नौकरशाहियों को बिना शर्त धन देने का युग समाप्त हो चुका है।

इस सप्ताह, कार्यकारी आदेश 14199 के निष्कर्षों के अनुरूप, राष्ट्रपति ट्रंप ने 66 अंतरराष्ट्रीय संगठनों से हमारे बाहर निकलने की घोषणा की, जिन्हें ट्रंप प्रशासन द्वारा अपव्ययी, अप्रभावी और हानिकारक अंतरराष्ट्रीय संगठनों की चल रही समीक्षा के तहत चिन्हित किया गया था। राष्ट्रपतीय ज्ञापन उन संस्थानों को लक्षित करता है जो अपने दायरे में अनावश्यक हैं, कुप्रबंधित हैं, ग़ैरज़रूरी हैं, अपव्ययी हैं, बुरी तरह संचालित हैं, ऐसे तत्वों के क़ब्ज़े में हैं जो हमारे हितों के विपरीत अपने एजेंडे को आगे बढ़ाते हैं, या हमारी राष्ट्रीय संप्रभुता, स्वतंत्रताओं और आम खुशहाली के लिए खतरा हैं।

अब यह मंज़ूर नहीं है कि अमेरिकी जनता द्वारा अपनी गाढ़ी कमाई से दिए गए कर के पैसे को ऐसे संस्थानों में लगाया जाए जो नतीजे नहीं देते, अपनी जवाबदेही सुनिश्चित नहीं करते या हमारे राष्ट्रीय हितों के प्रति सम्मान नहीं प्रदर्शित कर सकते। सस्ती ऊर्जा, आर्थिक वृद्धि और राष्ट्रीय संप्रभुता जैसी आज की वैश्विक समस्याओं के समाधान में बाधा डालने वाले संगठनों को वित्तपोषित करना और बढ़ावा देना वैश्विक नेतृत्व से अमेरिका के क़दम खींचने के समान है। इन संगठनों में अमेरिका की भागीदारी जारी रखने से सिर्फ़ उनके अस्तित्व को और उस असफल मॉडल को वैधता मिलती है जिसने दुनिया भर में अरबों लोगों को निराश किया है।

संयुक्तराष्ट्र जनसंख्या कोष के नैतिक उल्लंघनों के लंबे इतिहास – जिसमें जबरन गर्भपात के लिए फ़ंडिंग शामिल है – से लेकर; संयुक्तराष्ट्र महिला संगठन की 'महिला' को परिभाषित करने में नाकामी; जलवायु परिवर्तन पर यूएन फ्रेमवर्क कन्वेंशन द्वारा वेस्ट बैंक और गाज़ा में जलवायु जोखिम का अनावश्यक शोर मचाने वालों के वित्तपोषण और ऊर्जा-विरोधी निवेश में लाखों डॉलर की बर्बादी; तथा अफ्रीकी मूल के लोगों पर संयुक्तराष्ट्र के स्थायी मंच द्वारा वैश्विक क्षतिपूर्ति के समर्थन में खुले तौर पर नस्लवादी नीतियों के प्रचार तक, ये संगठन अगर सीधे तौर पर दुर्भावना का नहीं, तो निरंतर अक्षम साबित होने का रिकॉर्ड ज़रूर रखते हैं। अमेरिकी जनता, हमारे साझेदार, और दुनिया भर के वे अरबों लोग जो नेतृत्व के लिए अमेरिका की ओर देखते हैं, इससे बेहतर के हक़दार हैं। ऐसे संगठनों में हमारी निरंतर भागीदारी जो हमारे मूल्यों को प्रतिबिंबित नहीं करते या हमारे हितों को पूरा नहीं करते, अपने राष्ट्रीय कर्तव्य का परित्याग मानी जाएगी।

जिन संगठनों से हमने हटने का निर्णय लिया है, उनका चयन उनके उद्देश्यों, कार्यों, दक्षता, प्रभावशीलता, आवश्यकता और सबसे महत्वपूर्ण, अमेरिकी राष्ट्रीय हितों की पूर्ति में हमारी मदद करने की उनकी क्षमता की लंबी समीक्षा के बाद किया गया है। जिनसे हम हट रहे हैं, ऐसा नहीं है कि केवल उनमें ही गड़बड़ियां हैं। अंतरराष्ट्रीय संगठनों में अमेरिका की भागीदारी की हमारी समीक्षा अभी जारी है।

इसका मतलब यह नहीं है कि अमेरिका दुनिया से मुंह मोड़ रहा है। हम बस बहुपक्षवाद के एक पुराने मॉडल को ख़ारिज कर रहे हैं – एक ऐसा मॉडल जो अमेरिकी करदाताओं को वैश्विक शासन के एक व्यापक तंत्र के लिए दुनिया का मुख्य धनदाता मानता है।
