Accokeek Man Sentenced to 9 Years in Prison for Distributing Fentanyl

Chasanow sentenced OJ Rashad Green, 36, aka "Ice," of Accokeek, Maryland, to nine years in federal prison, followed by three years of supervised release, for distribution of fentanyl in the Accokeek, Maryland area.    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the sentence with Special Agent in Charge Christopher C. Goumenis, Drug Enforcement Administration (DEA) – Washington Division; Commissioner Richard Worley, Baltimore Police Department (BPD); and Secretary Carolyn J. Scruggs, Maryland Department of Public Safety and Correctional Services (DPSCS). After a six-day trial in February 2025, a federal jury returned a guilty verdict against Green, finding him guilty of knowingly and intentionally distributing fentanyl, a controlled substance, on four separate occasions.  According to the evidence presented at trial, from or about January 21, 2022, through September 28, 2022, Green repeatedly distributed fentanyl from a home in the Accokeek area. Law enforcement arrested Green following a series of controlled purchases arranged by officers. These controlled buys provided evidence that Green was utilizing his home as a fentanyl distribution hub.  At sentencing, federal prosecutors presented additional evidence of the large quantity of fentanyl Green distributed over a period of several years. The prosecution also unveiled Green's extensive distribution network within and outside of the Accokeek area and how Green exploited fentanyl-addicted individuals to work on his behalf as drug testers and drug runners.   U.S. Attorney Hayes commended the DEA and Charles County Sheriff's Office for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorneys Darren S. View Online IMMEDIATE RELEASE Department of War Awards $19M to Stimulate Academic Research in Underutilized States Sept. 30, 2025 The Department of War today announced $19.2 million in awards to 29 collaborative academic teams under the Defense Established Program to Stimulate Competitive Research (DEPSCoR). DEPSCoR is a capacity-building program designed to strengthen the basic research infrastructure at institutions of higher education in underutilized states/territories. "The Department's technology progress relies on a network of creative and insightful academics in every state of the nation. DEPSCoR aims to enhance the science and engineering foundations for these researchers and their institutions, while encouraging more researchers to pursue investigations in DoW-relevant areas. It is crucial that we build defense research infrastructure that strategically develops and uses the vast capabilities found across the country," said Dr. David Montgomery, acting director of DoW's Basic Research Office. Today's awards follow two fiscal year 2024 competitions – the DEPSCoR Research Collaboration competition and the DEPSCoR Capacity Building competition. The DEPSCoR Research Collaboration competition is open to tenured and tenure-track faculty members with appointments in the 37 states/territories eligible to compete for program funds. The competition helps these prospects understand DoW's unique research challenges and introduces them to the Department's supportive research ecosystem. DoW received over 120 white papers for the FY 2024 Research Collaboration competition. Subject matter experts in the military services selected the final 27 collaborative teams, led by universities in Alabama, Arkansas, Arizona, Connecticut, Hawai'i, Indiana, Iowa, Minnesota, Missouri, Montana, Nebraska, Oklahoma, Rhode Island, and Wisconsin. Each team will receive up to $600,000 over a three-year period of performance to pursue science and engineering projects in areas relevant to DoW initiatives. Click here for the list of winning Research Collaboration teams.  The DEPSCoR Capacity Building competition supports the strategic objectives of institutes of higher education (either individually or in partnership with others) in DEPSCoR-eligible states/territories, enhancing their competitiveness as research and development centers. View Online IMMEDIATE RELEASE Department of War Awards $43.4 Million to Further On-Shore Antimony Trisulfide Production Sept. 30, 2025 The Department of War announced today a $43.4 million Defense Production Act (DPA) Title III award to Alaska Range Resources, LLC (ARR). The award will enable ARR to extract, concentrate, and refine extracted stibnite to produce military grade antimony trisulfide. This investment uses funds from the Additional Ukraine Supplemental Appropriations Act of 2022 and supports the Administration's goal to increase the production of processed critical minerals and other derivative products as articulated in the March 20, 2025, Executive Order 14241 - Immediate Measures to Increase American Mineral Production. "Antimony metal and antimony trisulfide have critical applications in munitions, especially low and medium caliber, where it is used in primer production and case hardening," said Assistant Secretary of War for Industrial Base Policy Mike Cadenazzi. "The award to ARR advances North American sourcing of this critical mineral for the defense industrial base." With this DPA Title III funding, ARR will complete environmental studies to finalize permitting, geological surveys, and testing to optimize and target its drilling activities; initiate stibnite extraction; conclude its metallurgical study; construct and commission its concentration plant; and construct and commission its refinery. Stibnite is the most abundant naturally occurring ore of antimony. There are significant deposits of stibnite in Stibium, Alaska, and other prospects across the Estelle Project in Alaska where ARR is currently executing a mining operation. "China and Russia control the market for antimony and all its derivatives, putting the United States at risk of interruptions that could jeopardize national security," added Mr. Jeffrey Frankston, Acting Deputy Assistant Secretary of War for Industrial Base Resilience. "Establishing domestic sources for critical metals and minerals like antimony and its compounds enhances the long-term resilience of our supply chains." This award complements and builds upon the success of previous DPA awards which significantly accelerate domestic antimony production.  This award is needed to further de-risk the nation's antimony supply by increasing mine production levels to meet more of the U.S.'s antimony demand for a range of national security applications. This is one of 17 awards made by the DPA Purchases Office totaling $856.2 million since the beginning of fiscal year 2025. Recipient cost shares total $88.0 million since the beginning of FY 2025. North Carolina Man Who Posed as Investment Adviser Pleads Guilty in Connection With Investment Fund Theft Scheme

View as a webpage / Share   FOR IMMEDIATE RELEASE September 30, 2025 Kevin Nash (410) 209-4946 USAMD.Press@usdoj.gov​​​​   NORTH CAROLINA MAN WHO POSED AS INVESTMENT ADVISER PLEADS GUILTY IN CONNECTION WITH INVESTMENT FUND THEFT SCHEME Defendant fraudulently promised victims 100-200 percent or more in investment returns Baltimore, Maryland – Hunter Haithcock, 24, aka Hunter Elliott, of Matthews, North Carolina, pled guilty to one count of wire fraud and one count of investment adviser fraud in connection to the theft of at least $650,000 in funds from at least 64 investors in the District of Maryland.  Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the guilty plea with Special Agent in Charge William J. DelBagno, Federal Bureau of Investigation (FBI) – Baltimore Field Office.  According to his plea agreement, beginning in September 2019, and continuing through October 2022, Haithcock stole at least $657,138.93 from at least 64 individual investors. The victims entrusted Haithcock with their funds after he fraudulently represented himself as an investment advisor.  Haithcock deceptively claimed he worked for Company #1 with a registered investment adviser (the "victim investment advisor"). Then Haithcock told the victim investors if they invested with him, he would guarantee their investment principal and provide them significant returns on their investments.  In connection with the scheme, Haithcock routinely provided investors with fabricated reports that purported to show investors' portfolio gains. But Haithcock created the fictitious documents to perpetuate and conceal his scheme.  Instead of investing his clients' investment funds, Haithcock stole them. Haithcock funneled the money to accounts he controlled and used the funds for his own purposes.  Specifically, he used the stolen funds to pay for credit card bills, meals, entertainment, car payments, travel expenses – including hotels and flights, and to trade cryptocurrency for his own benefit. As described in the plea agreement, Haithcock met his victims in a variety of ways, including through a local church and by word-of-mouth referrals. Haithcock routinely represented himself as Hunter Elliott, a licensed securities broker for Company #1, who could invest their money in securities and provide them with very large, 100-200 percent or larger, returns. But Haithcock has never been employed with Company #1 or any other broker-dealer. Haithcock also never had a license to trade securities and does not know the victim investment advisor.     Additionally, Haithcock promised investors that their investment principal was protected from loss regardless of the risk of the performance of the market and the size of their initial investment. Some victims invested tens of thousands of dollars while others invested $10,000 or less. Haithcock routinely lied about the future projected performance of anticipated investments. After victims invested funds with Haithcock, he routinely provided investors with fraudulent "Statement Reports," often on a weekly or bi-weekly basis. These reports purported to list, among other things, each investor's portfolio value and purported stock trades Haithcock made on their behalf.  Eventually, when investors began to ask for the return of their funds, Haithcock fabricated reasons why he could not return their money. Haithcock then stopped returning their calls and text messages. But he did use a small portion of the client investor funds he received from other investors to pay a few of them back.   Haithcock is facing a maximum of 20 years in federal prison for the wire fraud offense and five years for the investment adviser fraud offense.  U.S. District Judge Matthew Maddox scheduled sentencing for Friday, February 6, at 10 a.m. U.S. Attorney Hayes commended the FBI for its work in the investigation and praised the U.S. Securities and Exchange Commission, Cecil County Sherriff's Office, and the Office of the Attorney General for the State of Maryland for their assistance.  Ms. Hayes also thanked Assistant U.S. Attorneys Paul Riley, LaShanta Harris, and Joseph Wenner who are prosecuting the federal case.  For more information about the Maryland U.S. Attorney's Office, its priorities, and resources available to report fraud, visit justice.gov/usao-md  and justice.gov/usao-md/community-outreach. # # # U.S. Attorney's Office District of Maryland 36 S.
