China: Oilseeds and Products Update

Post raises its forecast for marketing year 25/26 soybean production slightly to 19.9 million metric tons on generally favorable weather conditions in northern China and slightly higher planted area. As of September 11, China had not made purchases of new crop U.S. soybeans and has continued to rely on South American origins. Post lowers its forecast for rapeseed imports based on anti-dumping duties on Canadian canola. Palm oil imports are also reduced as high prices have made palm oil less competitive in China's flagging edible oil market.

 

Honduras: FAIRS Export Certificate Report Annual

The National Plant, Animal Health and Food Safety Service (SENASA) is the regulatory agency in Honduras that is responsible for the inspection of all agricultural products that enter the country. The Sanitary Regulation Agency (Agencia de Regulacion Sanitaria -ARSA) oversees product registration, authorizations for import of raw materials, and additives for food processing, surveillance and inspection of food products approved for sale in the retail or wholesale market in Honduras. The certificates requested by these two agencies are described in this report along with recent changes to rules for license permits, sanitary authorizations and import permits.

 

India: Retail Foods Annual

This report provides an in-depth analysis of India's rapidly growing food retail industry. It highlights import trends, with the U.S. leading as a supplier of consumer-oriented food products, and explores opportunities in emerging segments like online grocery, frozen food, premium chocolates, healthy snacks, and functional drinks. The report also addresses challenges such as high tariffs, infrastructure limitations, and regulatory barriers, while offering insights for market entry and competition in India's food sector.

 

Israel: Overview of Israeli Soybean Market - 2025

FAS/Tel Aviv (Post) forecasts Israel's soybean imports in marketing year (MY) 2025/26 (October- September) to decrease slightly from the previous marketing year due to a decline in demand. Currently, almost no soybeans are imported from the United States, as 70 percent originate from Brazil. Soybean meal is used by the Israeli feed industry as a major source of protein, most of which comes from Argentina. Soybean oil consumption in MY 2025/26 is forecasted at 56 thousand metric tons (TMT), of which half will be imported.

 

Turkey: Oilseeds and Products Update

Turkiye's MY 2025/26 sunflowerseed crop is suffering from extreme drought and production levels are forecast to fall more than 10 percent from last year. To compensate for this expected decline, sunflower seed and oil imports are forecast higher. The government has instituted lower tariffs to spur imports of these commodities throughout the marketing year.

FinCEN Seeks Comments on Proposed Survey of the Costs of AML/CFT Compliance

The U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) invites the general public and other Federal agencies to comment on a proposed Survey of the Costs of Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Compliance. The proposed survey seeks to gather information on the direct compliance costs incurred by non-bank financial institutions (such as casinos and card clubs; money services businesses; insurance companies; dealers in precious metals, precious stones, or jewels; operators of credit card systems; and loan or finance companies) with AML/CFT compliance requirements and, to the extent these expenses overlap with those of other activities (such as fraud monitoring), the amount attributable to AML/CFT compliance. Responses will aid in understanding the financial impact of these regulations and will be used to shape deregulatory proposals consistent with the Executive Orders of the Trump Administration. Responses will not be used for supervisory or enforcement purposes. Written comments are welcome and must be received on or before December 1, 2025.
